- Description
- The Federal Railroad Administration (FRA) is seeking qualification statements from sources capable of reviewing FRA's Research, Development and Demonstrations Programs. Unless another qualified source is available it is anticipated that a sole source cost no fee award will be made to the National Academy of Science Transportation Research Board (TRB). The period performance will be for three years. This procurement is to continue the ongoing peer review of the safety-related R&D, high-speed rail development, and magnetic levitation deployment programs of the FRA on a regular basis, consistent with the annual appropriations cycle. The review will occur each winter, in time for a letter-style report to complete National Research Council (NRC) report review before Congress takes up the budget each spring (prior to markup). Specific themes to be addressed as part of these peer reviews are (a) the agency's R&D management structure and approach, (b) the current direction and allocation of funds devoted to the various program areas, and (c) whether there is an appropriate balance of federal, state, and private-sector input and cost sharing. Specifically, an analysis will continue to be undertaken of whether the directions and objectives outlined in FRA's 5-year strategic R&D plan are appropriate. In the case of the Magnetic Levitation Transportation Technology Deployment Program, the committee's task will be limited to conducting a program management review. Interested sources must submit a fully descriptive statement of qualifications by 2:00 p.m., EST on Thursday February 28, 2002. Qualification statements shall be limited to fifteen (15) pages, including a description of organizational and individual knowledge and working experience with the aforementioned tasks. Each, Resume of key personnel who would be assigned to manage and implement the required work shall be limited to 2 pages or less and will not be included with the 15-page limit.
