Description
The National Highway Traffic Safety Administration (NHTSA) intends to negotiate with TNO-MADYMO North America Inc. The MADYMO lumped parameter simulation software has been used within NHTSA's Office of Crashworthiness research on SGI Original 2000 computer running SGI Irix for over ten years. The software is used throughout the automotive industry to simulate occupant/restraints/vehicle interactions during impacts and crash events. The software and its associated human and crash dummy databases have been extensively tested and calibrated so that the results can effectively simulate 'real world' impacts of the 5th 50th, and 95th percentile humans. MADYMO simulations are currently used to support almost all of NHTSA's research program including airbag aggressivity, rollover, side, pedestrian, rear impact, offset and frontal impact. Additionally, NHTSA has spent significant research funds in developing MADYMO models of several vehicles, dummies, and restraint systems. These engineering databases have taken considerable resources to develop and would need to be converted before using a different analysis package. Moreover, there must be software support and user training over the duration of the lease agreement and the contractor must provide onsite training and/or vendor site training for NHTSA and Volpe Staff, located at Volpe transportation Research Center, DTS-74, Cambridge, MA. The Government anticipates making a fixed price type contract with a base year and four Option years. Interested firms should identify their capability to provide the requested software as described above. The written response must include detail information relating to the specific software being requested. Expressions of interest without sufficient detail to permit evaluation of ones ability to provide the software will not be considered. This notice of intent is not a request for competitive Proposals nor is a Request-for-Proposals solicitation document currently available. A determination by the Government not to compete this action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive contract. In the absence of responses from interested firms demonstrating their capability, NHTSA intends to request a quotation from the TNO-MADYMO North America Inc. on a noncompetitive basis for the work described. Responses must be received by the listed procuring office within 15 days from the date of publication of this notice.
