- Description
- This is a Sources Sought Synopsis. The U.S. Coast Guard is conducting market research in support of the Response Boat- Medium (RB-M) acquisition to assist in developing an acquisition strategy. Potential strategies include: procurement of new boats from contractors; acquiring procurement license and technical data package to build boats at a Coast Guard facility; contractor construction with procurement license and technical data package to build some number of boats at a Coast Guard facility; and Coast Guard design to build boats at a Coast Guard facility. Preliminary requirements for the RB-M class of boats indicate that they will have the following attributes: a. Aluminum construction with a prominent fendering system b. Hull length between 35 and 45 feet c. Beam not to exceed 14 feet with fendering deployed (desired 10 feet) d. Draft not to exceed 4 feet e. Environmentally controlled cabin with secure shock absorbing seating for four crew and five passengers f. Twin diesel inboards capable of 35+ knots (desired 40 knots) g. 200 nautical mile range at 30 knots h. Complete complement of navigational and communication electronics i. Substantial fittings for towing aft, towing alongside and mooring j. Fore and aft mounts for the installation of light machine guns k. Able to conduct missions in seas up to 8 ft with 50 knots winds and remain operational up to 12 ft seas. l. Stable in all operational conditions Information Sought: Interested companies, including design firms and boat builders, are encouraged to respond to this announcement as soon as possible with a notice of interest and then follow up with complete response information. In the complete response, companies should provide a summary of their capabilities and their expected ability to meet the requirements above. Responses should include: a. name and address of the contractor and where the boats would be built b. point of contact including name, title, phone and e-mail address c. size of the contractor, average annual revenue for the past three years and the number of employees d. description of the boats currently offered by the contractor that currently meet, or with modifications, might meet the above listed requirements e. indication as to whether the boat procurement license and technical data package are available for construction at a Coast Guard facility f. the estimated construction time required to build a first boat and subsequent production boats g. preliminary estimates of the boat and procurement license and technical data package if available h. whether the business is currently classified as a Large, Small, Small Disadvantaged, 8(a) and/or Woman Owned company, Hub Zone Small business, veteran owned small business, or service disabled veteran owned small business. Companies are encouraged to make submissions via alternate means due to current limitations on the postal system. E-mail submissions may include files in Microsoft Word format or Adobe Acrobat (*.pdf) format. Drawings may be submitted electronically in AutoCAD *.dxf or *.dwg format. When to Submit: Notices of intent to respond should be submitted no later than one week. Final submissions must be received not later than 10 working days from the date of this notice.
