Description
Illiana Health Care System, Danville, Illinois is seeking an architect/engineering firm to: TASK 1 - Conduct a technical and economic feasibility evaluation to determine the most cost effective and economically beneficial alternative (replace existing with same capacities and pressures, replace existing with low-pressure system, and decentralize boiler systems with low-pressure systems) for the replacement of boilers and controls at the medical center. A/E will be required to thermo-scan the existing underground steam distribution system to assess its condition. Information obtained from assessment shall be an integral factor in the development of the required cost benefit analyses of the various alternatives identified. A/E shall provide a report containing specific recommendations, detailed cost estimates and cost benefit analyses for all alternatives identified in the feasibility evaluation. The report shall include a complete assessment of the existing steam generation and delivery systems, current and projected steam and heating needs, detailed engineering calculations to determine and verify both theoretical and recommended capabilities of the existing systems and proposed alternatives, detailed cost analyses, and recommendations based on the technical and economic feasibility evaluations; and TASK 2 - prepare 100% complete construction drawings, cost estimates, and specifications and provide Construction Period Services for Project #550-306, Replace Boilers (3) and Controls ? Boiler Plant. The project will include design work for the replacement of the boilers and controls as recommended and supported by the technical and economic feasibility evaluation performed under TASK 1 and approved by VA. There will be three design reviews. NAICS Code 541310 pertains to this procurement, with a small business size standard of $4.0M. The proposed contract is unrestricted and competitive negotiations shall be used to award contract. The geographical limitation for consideration is within a 150-mile radius of the city limits of Danville, Illinois. Requests from offerors located outside the geographical area shall not be honored. The estimated cost range of the construction project that shall follow is between $2,000,000.00 and $5,000,000.00. All work under this contract shall be completed within 225 calendar days.
