Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government intends to negotiate a sole source contract under the authority of FAR 6.302-1 with Quorum Communications, Inc. Item 1: The government requires four (4) each S-Band satellite receivers (P/N 990009201) with reachback capability for warfighters to interface with the satellite test-bed equipment in operation. The S-Band receiver system must fit the following requirements: 5 ?? Drive Bay Form Factor, RS-232 & USB ports for controlling the receiver remotely, must be able to tune to specific SGLS Channels, BPSK/QPSK Modulation, Pulse Code Modulation: NRZ-L, NRZ-M, NRZ-S, Front Panel Controllable, RS-422 Digital Data Output, Data Rates from .556bps through 256kbs, and Power Supply. The Antenna must conform to the following: No larger than 12? x 16?, flat panel with gain required to reach 128K w/BPSK and 256K w/QPSK, gain should be about 20dbi to 21dbi to meet above requirement. Must include stand and frame for the antenna, in-line signal strength meter, antenna must have an integrated downconvertor to downconvert the signal from RF to IF. The S-Band system needs to conform to current software located at AFIWC for remote operations. No software modifications can be accepted. The test-bed S-Band equipment currently interfaces with the Quorum System. Item 2: Twenty (20) each AMB Protocol Boxes, P/N 990009301. This notice of intent is not a request for competitive proposals. However, proposals received prior to the date of closure will be considered by the government. A determination by the government not to compete this proposed contract is based upon responses to this notice and within the sole discretion of the government. Only written or faxed requests received directly from the requestor will be accepted. Authority: 10 U.S.C. 2304 ?(1). Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other supplies or services will satisfy agency requirements. This is an unrestricted requirement. The North American Industry Classification Code for this acquisition is 334111; 1,000 employees. This synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2001-01.
