Description
This notice serves as a sources sought. Responses to this sources sought are requested from Small Businesses and will be used for market research purposes and possible set-aside. Should the determination be made to select this a small business set-aside, another notice will be posted reflecting such. The NAICs code for this acquisition is 541710. Firms responding to this announcement should indicate their business size, a socially and economically disadvantaged business, 8a, Hub-zone, a women-owned business, or minority institution. Small business respondents should provide a statement of capabilities and past performance information demonstrating management and technical experience on similar acquisitions and resources necessary to successfully compete for this award. This will assist the Air Force in making a set-aside decision. In addition to the statement of capabilities please provide answers to the following questions: (1) Does your company intend to submit a proposal in response to the upcoming solicitation as a prime contractor? (2) How many people does your company employ? (3) What experience (types and duration) do your employees have that you consider being relative to this effort (Include Resumes of Key Personnel)? (4) Will you need to hire additional personnel to perform this effort? (5) Is your company's accounting system approved by DCAA or DCMC? If not, how would your company financially administer a cost-type contract? (6) Are there any other factors concerning your company's ability to perform the upcoming effort that the Air Force should consider? All respondents shall include in any request their assigned commercial and government entity code. Respondents are further requested to indicate their status as a foreign-owned/foreign-controlled firm and any contemplated use of foreign national employees on this effort. The Air Force Research Laboratory, Rome Research Site (AFRL Rome), has a requirement for research and development in the area of Aerospace Connectivity. The objective of this contract is to perform research, development and integration in support of rapid development and field testing of capabilities for worldwide, near real-time, multimedia (eg., voice, data, video, and imagery) information exchange. This information exchange will be among fixed locations, mobile and remote deployed locations where available communications is typically characterized by low bandwidth, high error rate, long delay and/or high cost. It will focus on using existing information systems technologies, both military and commercial, in conjunction with appropriate developed technologies, to provide seamless global information exchange supporting in-transit visibility and improved situational awareness for en-route or mobile tactical and strategic users. This effort will continue to build on the Research and Development work accomplished under the Information for Global Reach (IFGR) contract F30602-98-C-0252). Technology developed under IFGR will form the basis for work performed in the accomplishment of this effort. Technology developed and integrated for this effort will be prototyped for experimentation and evaluation in operational environment throughout the world. The contract will use integrated product development to move field-tested capabilities to the users as quickly as possible. A focus will be on quickly developing and testing capabilities guided by smart management practices which minimize life cycle cost by incorporating accepted affordability practices into the development and testing phase of the project. These practices should include maximum use and efficient management of all communications resources. Software will be developed with the best software practices. Every attempt should be made to use COTS or GOTS products to the maximum extent possible. The product shall make use of industry and military standards and will not create proprietary schemes or formats. Field-testing in operational environments, which will include extended overseas deployments, will be used to provide early feedback during the product development. An Indefinite Delivery ? Indefinite Quantity type contract with a period of performance of 60 months is anticipated. A technical library relating to the subject area of this acquisition is available for review by potential offerors at Air Force Research Laboratory/IFGA, Bldg. 3, 525 Brooks Rd., Rome, NY 13441. Appointments for access may be made, by contacting 1Lt Benjamin Montgomery, 315-330-4624, e-mail Benjamin.Montgomery@rl.af.mil at least forty-eight hours in advance. The library contains technical data subject to export control. Prior to review, potential offerors must submit a copy of an approved DD Form 2345, "Militarily Critical Technical Data Agreement", along with a letter from the Data Custodian designated on that form, authorizing access by whomever will be reviewing the library, to ATTN: Daniel J. Hague, Air Force Research Laboratory/IFGA, 525 Brooks Rd., Rome, NY 13441, or faxed to his attention at 315-330-8011. The successful contractor may receive and/or generate technical data subject to export control in the performance of the contract. Therefore, prospective offerors must provide a completed and approved DD Form 2345, which certifies the offeror is on the Certified Contractors Access List (CCAL) or the offeror is seeking application to CCAL. The successful offeror must have a completed and approved DD Form 2345 prior to award. For further information on CCAL, contact the Defense Logistic Information Service at 1-888-352-9333 or on the web at http://www.dlis.dla.mil/ccal. Foreign participation is excluded at the prime contractor level. Top Secret clearances will be required for performance. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions, such as clarifications of the Statement of Work or the terms and conditions, are not considered to be "significant concerns" and should be communicated directly to the Contract Specialist, Christian Leimkuehler, Phone 315-330-7317. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. The Ombudsman for this acquisition is Ms. Linda W. Reed, Deputy Chief, Contracting Division, at 315-330-7748. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level. Small Businesses must demonstrate capabilities in the described areas of interest in response to this notice as well as their ability to manage a multi-year contract of this broad scope and magnitude. Requests for the solicitation will be honored. All qualification packages must be addressed to the attention of Janis Norelli AFRL/IFB at the address referenced at the beginning of this notice not later than 22 February 2002.
