- Common Geospatial Information Systems (GIS) Sources Sought. The Information Exploitation Systems (SRG) Program Office seeks to upgrade the Air Force Distributed Common Ground System (AF DCGS) with a common GIS software application capable of performing multiple functions utilizing multiple sources of data for a wide range of users. This Sources Sought is for a commercial-off-the-shelf (COTS) software tool to provide the core capabilities of the GIS application. It is not a Request for Proposal, or Solicitation, or an indication that the Government will contract for this tool. The Government will not pay for information received in response to this Sources Sought. The numbers of contracts, contract types, and contractual relationships have not been approved. Currently, the AF DCGS is comprised of multiple legacy systems at multiple locations worldwide that utilize various commercial and Government GIS applications and map products. The Government is seeking to standardize on a single application at all sites. The ideal core GIS application tool will, at a minimum: (1) Display data stored in various formats including, but not limited to, Compressed ARC Digital Raster Graphic (CADRG), ARC Digital Raster Imagery (ADRI), Controlled Image Base (CIB), Digital Terrain Elevation Data (DTED), National Imagery Transmission Format (NITF), geospatial reports, tailored geospatial products supplied by the National Imagery and Mapping Agency (NIMA) and other agencies, vector/raster data, specialized image/map graphics, and precision points, (2) Convert latitude (LAT), longitude (LONG), geopositional reference (GEOREF), Universal Transverse Mercator (UTM), or Universal Polar Stereographic (UPS) grid coordinates to data link reference point (DLRP) or to XY coordinates without impacting the originating source and vice versa, (3) Display data and inputs in multiple layers that can be selectively added to or removed from a monitor dynamically upon operator command, (4) Provide a documented interface that facilitates the rapid infusion of additional data sources including image libraries, feature databases and reports databases, (5) Support generation of softcopy and hardcopy multi-INT products including, but not limited to, hardcopy tailored images, textual reports, magnetic media, multi-media and graphics, (6) Support the dynamic posting of geospatial data to web servers, (7) Operate in both a UNIX and Windows environments, (8) Be scalable to support a diverse user base. Interested offerors should submit a statement of their qualifications and supporting documentation for the Common GIS software application upgrade effort. Foreign participation on this contract is not authorized. This synopsis is for planning purposes only, and does not constitute and IFB or an RFP, nor does its issuance restrict the Government as to the ultimate acquisition approach. The information you provide will be evaluated to identify qualified potential offerors. The Government does not intend to award a contract on the basis of this notice, or to otherwise pay for any information solicited. Specific areas to be addressed in the statement of qualifications of potential offerors for the common GIS software application are: (1) Staff personnel with a TS/SCI clearance and facility and storage capability (e.g., development area and office space) in accordance with the Industrial Security Manual available by contract award, also, please provide details on any past experience with access to classified networks (e.g. SIPRNET or JWICS), (2) Past experience in designing, building and integrating GIS software applications, (3) Specific knowledge and understanding of GIS capabilities, (4) Understanding of the Joint Technical Architecture, Common Imagery Ground Surface System Architecture and Standards, and Joint Airborne SIGINT architecture as they currently (5) describe customer base and experiences (6) Type of business (small or large). Please provide this information in the form of a white paper (no more than 5 pages). Please provide name of your firm, address, point of contact, phone/fax, and an e-mail address, if available. All statements of qualification must be received by Feb 22, 2002. All potential offerors will be notified of the results of their evaluation by letter. It is the Government's goal to provide results by Mar 15, 2002. The earliest anticipated award date is April 2002. Completion of all work is required no later than 12 months after award of the contract. Total contract value is anticipated to be under $2M. NOTE: If you have previously submitted a response to Sources Sought (same subject), please resubmit your information to a POC above. An Acquisition Ombudsman, Colonel Joseph P. Maryeski, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired.
