Description
NA The United States Army Corps of Engineers, Kansas City District, intends to award a firm-fixed price contract for construction services to Design and build a Child Development Center for School Age Children, Ages 6-12. The facility is over 23,000 sq ft in size with a 225-child capacity and is to be located immediately adjacent to an existing Youth Activities Center (YAC). The CDC will be visually and functionally connected to the YAC by a covered walkway or atrium. The project is located at Fort Riley, Kansas and the work includes, but is not limited to, the following: a large multi-purpose room; administrative offices and a staff training room; a full service kitchen, including walk-in freezer and refrigerator; sepa rate adult and children?s restrooms; laundry and storage rooms; an energy monitoring and control system; HVAC system commissioning. Sustainable design principles will be integrated into the project, in accordance with Executive Order 13123. Supporting facilities include utilities; electric service; exterior lighting; fencing; fire protection and alarm systems; paving, walks, curb and gutter, parking; information systems, a new outdoor playground and other site improvements. Anti-terrorism for ce protection measures include laminated glass and traffic control barriers. The solicitation will be available on or about 15 April 2002. A pre-proposal conference will be held on or about 30 April 2002 (exact time and place will be listed in the solicitation). Proposals will be due on or about 17 May 2002. The anticipated award d ate is on or about 22 July 2002. Estimated magnitude of procurement is between $5,000,000 and $10,000,000. The following factors, with the exception of price, shall be used to evaluate offers (listed in descending order of importance): (1) Corporate Experience (most important); (2) Past Performance (less important than 1); and (3) Management Plan (less importan t than 2). Technical evaluation factors are more important than price, however, as proposals become more equal, price becomes more important and may be a determining factor for award. This agency will consider all proposals submitted by responsible sources. No telephone calls or faxes for solicitation requests will be accepted. This solicitation and all amendments will be issued on CD-ROM only, but the files will also be made available for downloading from the Kansas City District Internet Web Site at http://www.nwk.usace.army.mil. Paper copies will not be available. Copies of th e CD-ROM are limited to one per firm. Sources are advised that registration for the solicitation is necessary to be included on the planholders list and to ensure that firms are notified via e-mail of amendments. Registration must be made at http://www.nwk.usace.army.mil/contract/contract.html . Only one individual point-of-contact may register from any individual office location.
