- NA The US Army Robert Morris Acquisition Center, Dugway Proving Ground Contracting Office, Dugway, Utah, intends to issue a solicitation to CLR Photonics, Inc., a Division of Coherent Technologies Inc., on a non-competitive basis for 1 each IR doppler laser r adar, specifically the WindTracer BioChemical System. The WindTracer is a single pulse eye safe laser with an effective range between 350 meters and 12 Km. The system is off the shelf technology that is primarily used to detect wind fields around airports for safety considerations. The WindTracer has been used during detector testing at Dugway Proving Ground (DPG) to identify biological simulant releases. A typical application includes plume and bioaerosol agent detection, measurement, and tracking. The system is usually installed as a fixed ground station, but can also be used on small aircraft or as a mobile unit on a moving platform. The product provides direct range-resolved, spatially distributed measurement of atmospheric wind and aerosols through the use of optical heterodyne (coherent) detection. Laser pulses are transmitted into the atmosphere and scattered off of naturally occurring small dust particles (aerosols). The return light is Doppler-shifted by moving aerosols. The sensor detects th is frequency shift. This process is ideally suited for volumetric wind-field mapping, vertical wind profiling, and the measurement of particulate concentrations over municipal-sized areas. The WindTracer as delivered, will include a MAG-1 Transceiver wit h 10 cm optics and the RASP-VME signal processor. A graphical user interface and computer as well as a hemispherical scanner with a video camera will also be delivered. The unit will be housed in an environmental shelter. The software to be delivered wi ll include mapping overlay capability that matches up with the DPG test grids and has GPS reference grids. The software will also display wind vectors to aid in the conduct of outdoor field trial planning. This capability should decrease the cost of test ing by providing the test director with real time displays of wind direction and speed over large areas. The system will be used to support meteorological as well as chemical simulant testing. The software will also be capable of displaying particulate a erosol cloud location and movement, a very valuable tool for operational and developmental testing of biological detection systems. Coherent Technologies previously participated in an advanced concept technology demonstration. The goal was to evaluate pe rformance of known biological simulant aerosol detectors. The Windtracer demonstrated its capabilities to detect airborne aerosol particles, and was validated to provide consistent and reliable results. No other commercial off the shelf system has been v alidated. The required equipment must be delivered by June 02. See note 22.
