Description
The National Park Service, Pacific Great Basin Support Office, is seeking proposals for the construction of a precast concrete pedestrian bridge at the American Memorial Park, Saipan. The work consists of general construction of a 10 foot wide, 48 foot long bridge with decorative concrete railings. The bridge foundation is a micropile system consisting of drilling in a steel well pipe using conventional well-drilling equipment. The project includes a new concrete approach apron on both ends of the bridge connecting to the existing pathway and the mortared stone riprap on the river side slope. NAICS Code: 234120. Pre-bid conference/site visit will be scheduled (date and time will be provided in the solicitation.) Estimated price range is between $100,000 and $250,000. Pursuant to Public Law 100-656 it is open to both small and large businesses with full and open competition. Project performance time is 60 calendar days after Notice to Proceed. This is a competitive negotiated procurement. The Government contemplates award of a firm fixed-price contract resulting from this solicitation. Proposals will be evaluated based on best value; quality (based on past performance, experience, qualifications and experience of key personnel and equipment) and price are equal in importance. References should provide information based on recent practical experience of the contractor in drilling and installing micropiles; working in protected or environmentally sensitive resource areas, such as wetlands and parks; and working in remote areas. Offerors should submit proposals that are acceptable without additional explanation or information, as the Government may make a final determination regarding a proposal's acceptability solely on the basis of the initial proposal submitted. The Government may proceed with award of the contract without discussion. However, the Government may request additional information from offerors that it considers have a reasonable chance of being selected for contract award, and may discuss proposals with the offerors.
