- Architect-Engineering (A&E) Services are required for comprehensive construction management (CM) services for EFA Mediterranean headquarters and multiple construction contracts managed by various Resident Officer in Charge of Construction (ROICC) offices throughout the area of responsibility (AOR) of EFA Mediterranean. The AOR includes countries throughout Europe, Africa, and Asia, to include the Middle East. There is likely to be a wide variation in complexity and size of the projects covered under this contract as task orders. Construction Management services may be for, but are not limited to, construction contracts, lease construct contracts, or for Naval Construction Forces (SEABEE) accomplishment and may include new vertical construction, construction of utility systems, alterations/renovations of existing facilities and construction of complex specialized systems, such as fuel delivery systems. All work shall be done under the supervision of a licensed professional engineer. Construction management services are required in the following areas: a. Quality assurance in connection with construction projects currently under construction or to be awarded. b. Schedule forecasting/analysis. c. Management Information Systems for Construction Management. d. Post Construction Award Services (review of construction submittals and shop drawings). e. Construction Engineering in the areas of fire protection certification; elevator certifications; ensuring contractor compliance in the areas of Testing and Balancing (TABs), Duct Air Leakage Testing (DALTS), Digital Control Systems (DDC) for HVAC systems. f. Facilitation/Development of Technical Training to include host nation standards and requirements. g. Host/Nation Technical Requirements. Research in finding, translating and interpreting host nation technical and safety standards as they apply to construction and design. h. On site coordination. The A/E shall designate a person within the European area of responsibility as the on-site staff manager responsible for on-site supervision of the other personnel assigned. This staff manager shall have at least a bachelors degree (or European equivalent) in engineering, architecture or business with a minimum of 10 years combined engineering, construction and human resource management experience. This person may also be assigned other taskings, but provides the government with an on-site point of contact for human resources issues. Host nation is defined as the foreign country in which the construction project is being carried out. The A&E firm, along with its consultants, must be able to demonstrate its qualifications with respect to the evaluation factors that are hereby published. Evaluation factors (1) through (5) are of equal importance. Factors (6) and (7) are of lesser importance and will be used as tie breakers among technically equal firms. (1) Specialized recent experience on projects of similar scope, magnitude and complexity. Firms will be evaluated in terms of: (a) Experience in construction management (b) Experience in construction management and inspection in an international setting (c) Experience in working with host nation subconsultants (2) Knowledge of locality and regional construction practices. Firms will be evaluated in terms of their knowledge of the locality and regional construction practices utilized by contractors in the AOR, but primarily the European and Mediterranean areas, including host nation codes, laws, permits, regulations, and construction materials. (3) Qualifications. Firms will be evaluated in terms of: (a) The qualifications of the professional personnel that comprise their management team for the construction management function. (b) The qualifications of their on site staff manager. (4) Past performance of projects of similar scope, magnitude and complexity. Firms will be evaluated in terms of how well the firm performed with Government agencies and private industry in terms of cost control, quality of work and compliance with schedules. (5) Capability to accomplish multiple simultaneous taskings in the AOR. Firms will be evaluated in terms of: (a) Ability to provide adequate staffing and backup staffing in the EFA Mediterranean AOR, to ensure continuity of services and the ability to meet unexpected demands. (b)Demonstration of the existence of working relationships/agreements with firms that are located in the EFA Mediterranean AOR. (6) Location of the firm. Firms will be evaluated in terms of its location and benefits associated with location in the general geographical area of the work covered by this contract (provided, that the application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the contract). (7) Volume of work. Firms will be evaluated in terms of work previously awarded to the firm by DoD, with the objective of affecting an equitable distribution of DoD contracts among qualified firms. The duration of the contract will be for one (1) year from the date of an initial contract award. The proposed contract includes four (4) one year Government options for the same work. The total A&E fee that may be paid during the life of this contract will not exceed $15,000,000. Type of contract: Firm Fixed Price Indefinite Quantity Contract. Estimated start date is September 2002. In accordance with Section 111 of Pub. L. 104-32 and similar sections in subsequent military construction appropriates acts, this contract can only be awarded to United States firms or to joint ventures of United States and host nation firms. A&E firms that meet the requirements described in this announcement are invited to submit completed Standard Forms (SF) 254 and 255, U.S. Government Architect Qualifications, mailed to the U.S. mailing address: Engineering Field Activity Mediterranean, PSC 817 Box 51 FPO AE 09622, or to the local Italian mailing address: Engineering Field Activity Mediterranean, Centro Renato Bonifacio, Via Louis Bleriot 82, 80144, Napoli, Italy. In Block 10 of the SF 255, discuss why the firm is especially qualified based on the stated evaluation factors, and provide evidence that your firm is permitted by law to practice the professions of architecture or engineering, i.e., state registration number. For selection evaluation factor (1), for each project listed, identify whether or not the person identified as the on site staff manager for this contract, was involved, and if so, what their role was on the listed project. Use Block 10 on the SF 255 to provide any additional information desired and continue Block 10 narrative discussion on plain bond paper. All information must be included within the SF 255 with no more than 10 additional pages. Provide a synopsis of the scope of work, point of contact and telephone number for each project listed in SF 255 Block 8. Firms that respond by 4:00 p.m. Central European time, 13 March 2002 will be considered. Late responses will be handled in accordance with FAR 52.215-10. Facsimile responses will not be accepted. This proposed contract is being solicited on an unrestricted basis, therefore, replies to this notice are requested from all business concerns. This is not a request for proposals. Inquiries concerning this project should mention location and contract number.
