Description
This announcement serves as notice to all potential offerors that the Force Protection Program Office, Electronic Systems Center, Hanscom Air Force Base, Massachusetts anticipates release of Request for Proposal F19628-02-R-0023 for the acquisition of Massive Modular Blocks (MMB), with delivery FOB Destination. This acquisition is a 100% Small Business Set-Aside (NAICS 327390, Size Standard less than or equal to 500 Employees). The MMB concept is to use large concrete blocks, with steel rebar enforcements, built in accordance with Government specifications, to block access to various storage structures. The blocks will be impossible to move without heavy equipment and cover the entire entrance. The Government anticipates requirements for MMB's at six (6) Continental United States (CONUS) locations, but may require blocks for additional sites. The current locations are as follows: (1) Shreveport, LA; (2) Kansas City, KS; (3) Minot, ND; (4) Las Vegas, Nevada; (5) Great Falls, MT; and (6) Cheyenne, WY. The contract type will be an indefinite delivery, indefinite quantity (IDIQ), with delivery orders awarded for each site. The quantity of blocks and site-specific configurations for the blocks will be cited on the individual delivery orders for MMBs at each site. The MMB delivery schedule requires delivery of all blocks (estimated 1,500) to the six (6) CONUS locations by May 2002. The contractor must have the capability to produce and deliver this volume of blocks (FOB Destination). The solicitation will be made available, on or about February 25, 2002 on the Hanscom Electronic Request For Proposal Bulletin Board (HERBB) website listed below. Offerors will have 14 calendar days to respond to the solicitation (Proposals due March 11, 2002). Firms may request a paper copy of the solicitation by contacting Captain Julio A. Negron at (781) 377-8661. An Acquisition Ombudsman, Colonel Joseph P. Maryeski, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired.
