Description
NA This proposed procurement is Unrestricted, SIC 1629 and the NAICS is 234990 with a size standard of $27,500,000.00. Waterbury Dam Seepage Control Modifications, Washington County, Vermont is being advertised as a Request for Proposal (RFP). This request for proposal requires separate technical and cost proposals to be evaluated based on Best Value for award of the project. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Estimated cost of co nstruction is between $10,000,000.00 and $25,000,000.00. Completion of work required by no later than 913 calendar days. Waterbury Dam is an earth and rock fill dam in need of repairs due to piping problems. The dam has a central impervious core flanked by sand and gravel shell zones both upstream and downstream, and a large rock fill zone comprising the downstream toe of the dam. Work under this project consists of the installation of a filter drain along the outside surface of the existing outlet cond uit, construction of a cutoff wall and a seepage collection system in the old buried river gorge beneath the dam. The project also provides for construction of six (6) large diameter wells equipped with automated instrumentation to measure seepage flow qu antity and quality. The repairs will require excavation of the downstream face and outer shell of the dam exposing 160 feet of existing conduit to allow installation of a sand and gravel filter. The 18-inch wide secant wall will be constructed by drillin g overlapping, large-diameter borings from a temporary work platform constructed on the downstream face of the dam, extending as far as 175 feet below the platform. The wall will be 130 feet long and will key into bedrock. Large Business Firms are requir ed to submit a subcontracting plan with their proposals. The Small Business subcontracting goal for this procurement is 60% of the total subcontracting dollar value. Of that 60%, 15% should be placed with Small Disadvantaged Businesses, 8% with Women Own ed Small Businesses, 3% with HUB Zone Businesses, 3% with Veteran Owned Small Businesses and 3% with Disabled Veteran Owned Small Businesses. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Ce ntral Contractor Registration (CCR) to be considered for award of a Federal contract. The initial registration date expired 31 May 1998.
