- Description
- NASA/MSFC plans to issue a Request for Proposal (RFP)] for LH2/LO2 subscale preburner test instrumentation hardware and subscale preburner hot-fire test data to be used in development, validation, and verification of CFD models developed by NASA/MSFC in support of 2nd Gen RLV risk mitigation. NASA/MSFC intends to purchase the items from Aerojet-General Corp. The Authority for Other Than Full and Open Competition is FAR 6.302-1, which implements the authority for 10 U.S.C. 2304(c)(1). Competition is impractical because the required Aerojet-General Corporation LH2/LO2 preburner injector designs and platelet fabrication techniques are unique and proprietary to Aerojet. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 P.m.local time on February 22, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit an offer which shall be considered by the agency.
