Description
The U.S. Fish and Wildlife Service, Region 3, Fort Snelling, Minnesota, is seeking the submittal of Standard Form 254, ?Architect-Engineer and Related Questionnaire?, and Standard Form 255, ?Architect- Engineer and Related Services Questionnaire for Specific Project?, an Indefinite Delivery/Indefinite Quantity Contract requiring the following services. The services to be provided include labor, equipment, material, services and supplies required to provide planning, conceptual design, and may include final design, specification, construction cost estimating, and construction management for a fish stocking/research vessel to be used on the Great Lakes. The Conceptual Design Phase will include attending meetings, visiting the existing US FWS vessel, the M/V Togue, consulting with FWS personnel, and providing a conceptual design with cost estimate. The Final Design Phase will include providing a final construction cost estimate, and drawings and specifications that are sufficient to incorporate into an Invitation For Bid or a Request For Proposal for a construction contract. The Final Design will be directly based on the Conceptual Design. All design work shall incorporate recognized industry standards. Construction management will consist of construction inspection to verify compliance with the Final Design, and coordination with, and reporting to, the FWS. Other services may include ancillary services directly related to the overall goal of completing a fully functioning vessel. The proposed vessel will be approximately 95 feet long and be powered by twin diesel engines and have a bow thruster. The vessel shall have ten to twelve 1,000 gallon fish holding tanks with a fish-discharge system and an oxygen supply system. The vessel shall be equipped with a gill-net system, rigged for trawling, and contain a wet-lab, a dry-lab, crews berthing and other ancillary features. The term of the contract will be for a one year period from the date of award, with four 1-year options to extend the term of the contract at the discretion of the Government. The contract will be an indefinite delivery-indefinite quantity type, not to exceed $450,000.00 in total. Following is the evaluation criteria that will be used to determine the best qualified Architect/Engineer Firm for this solicitation. The evaluation criteria are listed in order of most to least important. 1. Demonstrate through past performance, the necessary qualifications and experience showing satisfactory performance of the required services. 2. Demonstrate experience in successful design of research/fish stocking vessels of similar size and needs. 3. Demonstrate past performance and capacity to complete projects in the required time. 4. Demonstrate past performance in terms of client?s design requirements being achieved in actual vessel. 5. Demonstrate past performance in terms of construction cost estimate accuracy on similar projects. 6. Demonstrate experience in successful design of Great Lakes vessels. 7. Demonstrate availability of additional specialized consultants (ship engineers and captains, trawler/gill- net designers, hvac engineers, electrical engineers, others) 8. Demonstrate ability to provide environmentally beneficial designs in terms of energy conservation, pollution prevention, waste reduction, and use of recovered materials. Possessing the above listed capabilities within a firm or obtained by subcontract will be evaluated as equally qualified, if in fact a firm can demonstrate through past performance, their ability to effectively manage subcontractor performance and cost. All responsible sources may respond to this announcement and shall be considered. For the purpose of preventing a conflict of interest situation, the Architect-Engineer selected for this contract award is not eligible to compete for award of any construction contract for any project designed by them under subject contract.
