- Description
- The National Oceanic and Atmospheric Administration (NOAA)intends to solicit and negotiate on a sole source basis with Woods Hole Oceanographic Institute for the acquisition of services to provide telecommunications connectivity necessary to provide for the access to, operations, and maintenance support of identified ethernet and internet communications activities for the Northeast Fisheries Science Center's Woods Hole Laboratory. Network services include access to WHOInet via an 10/100MB Ethernet connection; unlimited access to leased line, broadband and fiber optic customer, NEFSC; access to the Internet through WHOInet Multi-Homed Internet Service Provider (ISP) connections; primary and secondary domain name service as requested; wide area network access to the Internet gateway (T1 burst), provide 1000 static internet protocol (IP) addresses; and consultation on network and telecommunications related issues. The authority for less than full and open competition is 41 USC 253(c)(1), Only One Responsible Source. Woods Hole Oceanographic Institute is the only known source with the requisite services available to accomplish the services. analyses. Interested persons must identify their interest and capability to respond to the requirement within 15 days of this notice. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Evidence must be provided of the ability to provide the required services. Any party interested in receiving a copy of the solicitation shall provide written notice to the Contracting Office. The solicitation document will be issued on or about February 23, 2002. Fax requests to (757) 441-3786. Telephone requests will not be accepted. No contract award will be made on the basis of proposals received in response to this notice since this synopsis cannot be considered a Request for Proposal. All responses from responsible sources will be considered. See Note 22.
