Description
The National Oceanic and Atmospheric Administration has a requirement for services to provide the National Marine Fisheries Service with near real-time data on marine turtle interactions with pound net leaders and coordinate and safely conduct appropriate survey protocol (i.e., sonar surveys) to collect and transmit near real-time data on the presence of entangled sea turtles in pound net leaders in the Virginia Chesapeake Bay waters. The contractor shall be required to develop the appropriate sonar technology to measure the reflectivity or target strength of turtles and establish acoustic classification methods for sea turtles in a controlled environment that will then be applied to field situation. The contractor shall conduct sonar surveys of actively fishing pound net leaders. The locations and mesh sizes of pound nets to be surveyed will be established by NMFS. For all pound net leaders surveyed, data shall be collected on the date, time, location of the pound nets (lat/long), distance from the beach, water depth, mesh sizes of the leader, bycatch/species entanglements, and any other relevant gear characteristics and environmental and oceanographic conditions. The contract period of performance will be 4/1/02 through 3/31/03 with an option for one (1) additional year. Any party interested in receiving a copy of the solicitation shall provide written notice to the Contracting Office. The solicitation document will be issued on or about February 21, 2002. No contract award will be made on the basis of quotations received in response to this notice since this synopsis cannot be considered a Request for Quote.
