- This announcement, amendment number 2, issued to answer the following questions asked by potential offerors: Question 1: The RFQ basically says that everything we see is going to be stabilize and transfer, which means that almost all of the care will be in the ER. You are asking only for an inpatient rate. How would ER care be paid? Answer 1: This solicitation/contract is intended for Saginaw VA patients who are transferred for continued inpatient care. In some cases, Emergency Room (ER) services will be necessary while transferring patients long distances. Offerors may submit separate pricing for ER services, which will be considered when evaluating pricing for award. Question 2: Since all we are going to see is ER cases and they all are going to be transferred out as soon as stable, what do we gain by contracting with you? Answer 2: Any diagnostic or therapeutic procedures not performed in the first 48 hours of admission need pre-authorization in order to obtain reimbursement. In cases of life threatening emergency verbal pre-authorization from a VA official must precede direct admission. Verbal pre-authorization shall be documented with the authorizing official?s name, title, and telephone number, as well as time and date of authorization. The advantage to contracting with the VA is that your medical center will be the VA?s provider of choice in your geographic area. All other terms and conditions of the above numbered RFQ remain the same.
