- Description
- The Government intends to award a contract to The Software Revolution, Inc. (TSRI) on a sole source basis for AIS engineering expertise to support United States Air Force (USAF) and Integrated Maintenance Data System (IMDS) missions by providing elements for IMDS requirements definition. This effort will include assessments and evaluations of the Core Automated Maintenance System (CAMS) legacy system using a multi-lingual, integrated, automated artificial intelligence tool with inherent capabilities to assure uniform characterization of CAMS. In addition, the effort will include consistent representations of attributes, such as structure, implementation descriptions, and data integrity. Detailed definition of the maintenance business rules and logic of CAMS will also be provided. By-products, such as data flow models, database structure charts, metadata, etc. shall be reusable across multiple venues. Data (from the by-products) shall be exportable, importable, and reusable. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested sources may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The purpose of the Ombudsman is not to diminish the authority of the Program Manager or Contracting Officer, but to communicate offeror concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of the proposals or in the source selection process. The Ombudsman should only be contacted with issues or problems previously brought to the attention of the Program Manager and/or the Contracting Officer, which could not be satisfactorily resolved, or issues that require contractor confidentiality.
