Description
NA Provide all labor, material, equipment, supplies, fuel, power and water to remove existing white phosphorous (WP) day tank and replace it with a new WP day tank in accordance with technical specification number AMSSB-OPB-ETS-2001-3. This technical specifi cation covers the design fabrication, installation and testing of a pressure vessel to replace the existing pressure vessel (WP day tank). The contractor must completely design and fabricate the system as specified. Drawings are provided for reference onl y. The contractor shall provide for all building and piping modifications,utility tie-ins, as necessary to accomplish the task and provide a complete working system. In addition, the contractor will be responsible for the identification and tagging of al l new valves, piping and equipment IAW the existing Process Safety Management tagging procedure. Hazardous Material Statement: This project involves the removal of an existing system that was used to contain and transfer liquid elemental white phosphorus ( WP). The tank may contain a cake of solidified WP Slag and or WP approximately 6 inches thick in the bottm of the tank. It is crucial that a minimum of 4 inches of water remain over the surface of the WP/WP Slag. White phosphorus spontaneoulsly combusts w hen exposed to oxygen and revoval of all oxygen is the only way to put out the fire. There will also be a potential for the presence of phosphine gas when the process lines are removed or the tank is opened. This acquisition will be unrestricted. The NAI CS code for this action is 24930 with a size of $17M. The estimated cost of this project is between $300,000 and $600,000. Telephone requests for this solicitation will not be accepted. The anticipated issuing and closing dates are 28 Feb 02 and 28 Mar 02. The issuing and closing dates for this solicitation are subject to change. The award of this project is subject to fund a vailability. All responsible sources may submit an offer which shall be considered.
