Description
NA A market survey is being conducted to determine if there are adequate SBA 8 (a)and HubZone certified contractors interested in bidding on this project, whicis scheduled for advertisement in mid-June. The proposed procurement will consist of a co-located M aintenance Hangar (4,036 SM) and Fuel Cell (2,278 SM) Hangar. Each hangar is a high bay aircraft hangar with reinforced concrete foundations, floor slabs, structural steel frame, masonry walls, standing seam metal roof, High Expansion Foam fire protection system, 60 Hz and 400 Hz power systems, lightning protection, building utilities, site improvements, and necessary support. The facility will have two 5-ton hoist cranes, electric hangar doors, and compressed shop air for each hangar bay. The Maintenance hangar is designed for the performance of simultaneous maintenance on two C-130 aircraft. The aircraft parking arrangement in the hangar with one aircraft ?tail-in? and one aircraft ?tail-out? when two aircraft are parked in the hangar. In addition to the hangar bays the maintenance hangar includes a requirement for tool storage, bench stock, parts storage, -21 storage, training/breakroom and administrative space. Space breakdown is as follows: Isochronal Hangar Bay area: 1,743 SM (18,759 SF) (including o utside walls & door pockets), Unscheduled Maintenance Hangar Bay area: 1,153 SM (12,414 SF), Support Functions area: 1,140 SM (12,270 SF). The Fuel Cell Hangar is a medium bay aircraft hangar with features similar to the maintenance hangar described above. Space breakdown is: Hangar Bay area: 1,768 SM (19,035 SF, Incl. outside walls & door pockets) Support Functions area: 508 SM (5,476 SF, incl. all partitions & outside walls). In addition to the hangar bay the fuel cell hangar includes a requirement for to ol storage, fuel cell foam drying, paint storage, training/break room and administrative space. The project also includes the requirement for water fire pumping station with a 150,000-gallon water storage tank. There will be two fuel cell ventilation syst ems, one for each wing. Each system will have an air handling unit sized to provide 2500-cfm airflow with a temperature between 55 and 80 degrees F and a relative humidity between 50 and 70 percent. Each system will have an exhaust system with an exhaust f an sized for 4000-cfm airflow. The estimated value is $10,000,000 to $25,000,000. All interested SBA certified 8(a) or HubZone certified firms should notify Darren Piedmonte by mail, at the address given above, no later than 07 March 2002. Responses sho uld include: 1) Identification of firm's 8(a) or HubZone certification, 2) evidence of firm's experience on similar projects in scope and cost, 3) evidence of bonding capacity (performance and payment) for an individual project of this size, 4) if interest ed in bidding project as a joint venture, provide the same information for both firms. Also, those firms interested in a joint venture should be familiar with Code of Federal Regulations (CFR) 126.615 and 126.616. This is not a request for proposal.
