- PART: U.S. GOVERNMENT PROCUREMENTS SUBPART: SUPPLIES, EQUIPMENT AND MATERIAL CLASSCOD: 67-Photographic Equipment OFFADD: Naval Air Warfare Center Aircraft Division Contracts Department, Building 562-1, Highway 547, Lakehurst, NJ 08733-5083 SUBJECT: 67-Desktop Film Scanner SOL N68335-_2042-0040_____________ DUE 12-MAR-2002___________ POC Debbie Dewyea (732) 323-7608 or Facsimile (732) 323-7192 DESC: The Naval Air Warfare Center, Lakehurst NJ, Contracts Department intends to procure a professional table top film scanner that generates high-resolution digital images from photographic film. This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a WRITTEN SOLICITATION WILL NOT be issued. This procurement is being conducted under Simplified Acquisition Procedures (SAP). Solicitation Number N68335-_2042-0040___ is issued as a Request for Proposal. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-3 and Defense Acquisition Circular 91-13. SCHEDULE OF ITEMS: CLIN 0001 (1 each), Desktop Film Scanner, name brand or equal to HR 500 Professional Film Scanner manufactured by Eastman Kodak Company. GENERAL DESCRIPTION WITH MINIMUM REQUIREMENTS: The scanner must be able to generate high-resolution digital images from photographic film. Scanner shall automatically scan strips or complete rolls of film of various formats as well as single cut frames and store the digital image in files on an external computer. User shall be able to select magnification of the digital image the scanner will produce. Approximate physical dimensions: This shall be a tabletop unit, not exceeding 24"width x 36"length x 18"height. Weight: shall be capable of being moved by two persons and weigh less than 150 lbs. Scanner shall operate with 115VAC 60 HZ electrical power and draw less than 10 amps. The scanner shall be able to send data and receive instructions from an external computer using Windows NT(e.g. Windows NT 4.0 service pack 6) with the following characteristics of a minimally configured workstation: Dual Pentium III/600, MHz 512 Mb memory, 10 Gb hard drive space, CD-ROM drive, 24-bit color display card, 19-inch color monitor. Scanner shall be a TWAIN compliant data source for Windows NT. All hardware components and software required to connect computer to scanner (e.g. cables, internal adapter cards) shall be supplied with the scanner. The quality of the saved scanned image shall equal or exceed the following; Minimum Bit Depth of at least 24-bit color, Minimum Density Range of 3.2 or wider range, Maximum File Size of 128 MB or larger. The operator selectable resolution (for a range as low as 0.5 to 2.0 or higher magnification) shall be within the following range for the various film sizes shown as follows: 1). 35mm film size/format at low resolution: 1460 rows of pixels at 1033 pixels per row. 2). 35mm film size/format at high resolution: 5840 rows of pixels at 4133 pixels per row. 3). 6 x 6 film size/format at low resolution: 2250 rows of pixels at 2368 pixels per row. 4). 6 x 6 film size/format at high resolution: 5670 rows of pixels at 5967 pixels per row. As a minimum the scanner shall be able to scan the following file sizes: 35mm width, 120/220 series formats (i.e., 6x4.5, 6x6, 6x7, 6x9). The scanner shall scan the following film types: color negatives, color reversal and black & white film. The scanner shall accept the following film length/mounting types: single frame cuts, strips and rolls of film, and mounted slides. Process capability: once a roll or strip of 35 mm or 120/220 format film of 4 to at least 40 frames in length is properly loaded and the scanning parameters entered, the film shall be automatically scanned and digital images generated and stored on the externally connected computer without operator monitoring and intervention. Software shall automatically generate digital image files, organize and create thumbnail views of the scanned frames(s), and permit detailed views of the image on the monitor of the connected external computer in order to check the quality of scanned image. Manufacturer claims of resolution capabilities of digital images shall not be obtained by interpolation. At low resolution, in 24 bit color, the scanner shall scan 35mm film in 3.5 seconds. At high resolution, in 24 bit color, the scanner shall scan 35mm film in 25.4 seconds. Scanner shall come complete with required accessories and software for processing strips of 35mm and 120/220 as well as film holders for single frame cuts (i.e. 35 mm, 6x4.5, 6x6, 6x7 & 6x9) and 35mm slides. Warranty/Service Agreement shall be at least one-year full coverage for parts and labor on the scanner and all items supplied with the scanner. CLIN 0002 (1 each), Strip Gate accessory (120/220 film), Kodak part number 844-0554 (or equal). CLIN 0003 (1 each), Strip Gate accessory 35mm perf film, Kodak part number 843-0316 (or equal). CLIN 0004 (1 each), One Year Service Agreement (parts and labor), Covers Scanner and Strip Gates. CLIN 0005 (1 each) Film tray for strip gate. CLIN 0006 (1 each) Kodak Digital Processing Platform Software DP2 1st seat (or equal). CLIN 0007 (1 each) Kodak Telephone Support DP2 block of 30 hours (or equal). CLIN 0008 (1 each) Training for at least two persons to operate scanner with appropriate software shall be included. Training is preferable on-site (Washington, DC) but can occur off site. Start of training will be selected in concurrence with activity receiving the scanner. PRESERVATION, PACKAGING AND MARKING: Standard Commercial Practice. Ray Head, (301) 669-5356. The government will award to the responsible offeror whose offer represents the best value to the government. In order to determine the best value the government will consider the price, past performance, past experience and technical capability of the item offered to meet the government requirement. In order to make a best value determination, descriptive literature must be submitted in response to this request for quotation and shall include the following: Technical description and performance qualities of the offered unit, including manufacturer or brand name and model of the equipment. Submittal shall show how the offered product meets or exceeds the requirements as specified in the solicitation. The technical description must address all aspects of the scanner (see description of CLIN 0001). If an area is not addressed, the company must submit a written substantive statement describing such area, and noting any exceptions. Past performance data shall be submitted that includes the following information on at least the last three (3) sales of identical, or similar items:(A) Customer, including company name, address, and name and telephone number of point of contact. (B) Contract or sales record number, and date of order. (C) Number and type of items sold, including model number(s). Past experience data shall include the following: List at least two (2) instances of training on the scanner. Include the make and model number of the item being demonstrated, the customer name, address, and telephone number, and the date training took place. After considering information submitted in response to this request for proposal, and information otherwise available, the government will award to the source providing the best value to the government based upon the following criteria: 1) Technical Description, including performance requirements; 2) Past Performance; 3) Past Experience, and 4) Price. Offerors with no past performance will be rated neutrally (Offeror receives no merit or demerit for the past performance factor). CONTRACT CLAUSES: All Provisions and Clauses may be viewed from the internet site http://www.ARNet.gov/far. FAR 52.212-1, Instructions to Offerors--Commercial Items (March 2000) applies to this acquisition. Paragraph (b) Submission of Offers (1) through (11), (c) Period for acceptance of offers, (e) Multiple offers, (f) Late offers, (g) Contract award and (J) Data Universal Numbering System (DUNS) Number are applicable. Disregard paragraphs (a) Standard industrial classification (SIC) code and small business size standard (d) Product samples, (h) Multiple awards and (i) Availability of requirements documents cited in the solicitation. FAR 52.212-3 Offeror Representations and Certifications - Commercial Items (February 2000) - Offerors shall include a completed copy of this provision with its offer. FAR 52.212-4 Contract Terms and Conditions, Commercial Items (May 1999) is incorporated by reference and applies to this acquisition and resulting contract. ADDENDUM TO 52.212-4: Contract Type: The resulting contract will be firm fixed price (FFP). INSPECTION/ACCEPTANCE: Government inspection and acceptance of the supplies to be furnished shall be made at destination by representatives of the Government. Inspection shall consist of kind, count and condition. FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (February, 2000) is incorporated in this contract by reference. However, for Paragraph (b) only the following clauses apply to this acquisition: (1) 52.203-6, (5) 52.219-8, (8) (i) 52.219-23, (11) 52.222-21, (12) 52.222-26, (13) 52.222.35, (14) 52.222-36, (15) 52.222-37, and (22) 52.232-33.
