- Description
- The Defense Information Systems Agency (DISA) intends to award a sole source contract to Digicon, 1355 Piccard Drive, Suite 200, Rockville, MD 20850. DISA has a requirement for the immediate purchase of the Data Backbone Infrastructure (DCBI) Lifecycle Upgrade for the White House Communication Agency (WHCA). Digicon is intimately familiar with the current WHCA infrastructure and will be able to expedite the installation and implementation of the new hardware. (a) "Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d) requires Federal agencies acquiring Electronics and information Technology (EIT) to ensure that Federal employees with disabilities have access to and use of information and data that is comparable to the access and use by Federal employees who are not individuals with disabilities. (b) All EIT procured under this contract/order must met the following 36 CFR 1194 accessibility standards. The full text of the accessibility standards is available at: http://www.access-board.gov/sec508/508standards.htm ___ 1194.21 - Software Applications and Operating Systems ___1194.22 - Web Based Intranet and Internet Information and Applications. _X_1194.23 - Telecommunications Products. ___ 1194.24 - Video and Multimedia Products. ___ 1194.25 - Self-Contained, Closed Products. ___1194.26 - Desktop and Portable Computers. _X_ 1194.31 - Functional Performance Criteria (c) The standards do not require the installation of specific accessibility-related software or the attachment of an assistive technology devise(s), but merely require that the EIT be compatible with such software and device(s) so that it can be made accessible if so required in the future. (d) Contractors may propose products or services that result in substantially equivalent or greater access to and use by individuals with disabilities; this is known as equivalent facilitation. This synopsis is a notice of intent to issue an award that is other than full and open competition and should not be considered a request for competitive quotations. The determination of the Government not to open this requirement to full and open competition was made IAW 6.302-1 and 10 U.S.C. 2304 (c) 1 and is solely at the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement by 20 Feb 02 or 9 days following the publication of this notice no later than 2:00 p.m. EST to Costella H.
