- Request For Proposal (RFP) solicitation for NSN 1730-01-130-9689, Torque Adapter, Transmission, I/A/W Boeing Helicopters, Cage 78286, Drawing 145G0034 Rev "D", dated 12/17/87, P/N 145G0034-37, with the following exceptions: Change references to AVSCOM contracts to "DLA" papa.3.G of the Army Procurement pkg. does not apply, para.9 of the Army Procurement pkg. titled "Quality Assurance Provisions", the general requirements apply. An "Export Control" technical Data package (TDP) exists for this NSN. Technical data will only be released to contractors authorized/certified by Defense Logistics Service. Certified requestors should submit TDP requests to DSCR-VABA via internet, mail, fax or phone. Internet address is http://www.dscr.dla.mil/tdmd (all in lowercase, please). Mailing address is Defense Supply Center Richmond, ATTN: DSCR-VABA, Richmond, VA 23297-5615; fax number: (804)279-4946; phone number: (804)279-3356. Please provide certification number with request. If certification is required, request a DD Form 2345, Military Critical Technical Data Agreement, from Defense Logistics Services Center, DLSC-FBA, Federal Center, Battle Creek, Michigan 49017-3084. The Defense Supply Center Richmond (DSCR) intends to award a Firm-Fixed Price type contract for this item. This requirement is 100% Small Business Set-Aside. No Electronic Bulletin Board (EBB) nor Internet Quoting Sysem (IQS) proposals will be accepted for this solicitation. Automated Best Value System (ABVS) applies. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. NOTE: THIS REQUIREMENT WAS PREVIOUSLY ADVERTISED UNDER REQUEST FOR QUOTATION NUMBER SP0490-01-Q-SA37. THE REQUIREMENT HAS CHANGED. All Contractors who previously quoted must now submit a proposal using formal RFP procedures before the closing date of the announcement. This is a Critical Application Item. FOB at Destination, with Inspection and Acceptance at Origin. QAP 002 applies. Requested quantity is 19 each with a 100% Quantity Option. A copy of the solicitation will be available via the DLA Procurement Gateway at http://progate.daps.mil/home or http://12.3.216.20/home on the issue date cited in the RFP.
