Description
The National Oceanic and Atmospheric Administration has a requirement for a contractor to conduct aerial surveys to collect and transmit near real-time data on the distribution and presence of sea turtles, fishing effort by gear type and area and sea surface temperatures. Data collected during aerial surveys shall include, but may not be limited to, the following: date; time; position (lat/long); altitude; speed; environmental conditions (sea state, weather, glare, visibility); fishing effort by vessel/fixed gear type and area; sea turtle species; marine mammal species; number of animals; animal behavior; sea surface temperature, and any other pertinent comments. Data shall be entered directly into a computer program linked to a GPS unit. Sea surface temperature will be recorded using a NMFS provided infra-red temperature sensor installed on the aircraft. Photographs shall be taken when appropriate (e.g., all right whales observed must be photographed using standard protocols available from the Northeast Fisheries Science Center (NEFSC) or New England Aquarium). Following each flight, the data shall be downloaded and then transmitted to NEFSC as a Microsoft Excel file via the internet along with narrative results. Surveys shall be flown in a twin engine aircraft at an altitude of 500 feet and at 110 knots over the water. As much as possible, surveys shall be centered around mid-day to minimize glare. Surveys shall extend from the NC/VA border as far northward as the Delaware Bay depending on the observed distribution of turtles. Approximately 12, 4-6 hour surveys shall be conducted between mid-April and the end of June. The period of performance shall be from the date of award through 12 months thereafter with an option for one additional 12 month period. Any party interested in receiving a copy of the solicitation shall provide written notice to the Contracting Office. The solicitation document will be issued on or about February 22, 2002. No contract award will be made on the basis of quotations received in response to this notice since this synopsis cannot be considered a Request for Quotation. The resultant contract will be firm fixed price. All responses from responsible sources will be considered.
