Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is BMPL006-02 and this solicitation is issued as a Requirement contract, for a period of two years. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001﷓03. The North American Industry Classification code is 326291 and small business size standard is 500. Unicor intends to enter into a 100% small business set-aside, firm fixed price contract for the following items: Line Item 0001 UNICOR p/n HMT0055, Specification information; rubber edging, banding shall be of a compound matching color 383-Green of Fed-STD-595B and conform to the grade, type, class and suffix requirements of 3BC615A14F17Z of ASTM-D2000 MIL-R-3065E. The edging design and dimensions shall conform to Natick drawing 8-2-644 revision C. Note suffix letter #Z# indicated the special requirement in Mil-H-44099A, used in conjunction with the specified adhesive in 3.3.3 and procedure specified in 3.4.2 shall meet adhesion requirements of 3.5.3 using adhesive Bostick p/n 1095, primer Bostick p/n 10007 and Boscador p/n 9.Total estimate quantity is 476,000 linear feet. Clause A, The vendor shall furnish the original certificate of conformance signed by the person who has certification authority title and position, with the original invoice. A copy of the certificate of conformance and the packing slip shall accompany each shipment. The furnishing of a certificate of acceptance at destination, and payment shall not be made until it is received. Inspection and acceptance shall be at destination by FPI Clause C, A test report of all required tests shall be furnished to FPI the portion relating to the contractor shall be completed by the quality assurance department of FPI. The original testing report shall be furnished with the original invoice. A copy of the testing report shall be a condition of acceptance at destination and payment shall not be made until it is received. Inspection and acceptance shall be at destination by FPI delivery shall be FOB destination to Beaumont Federal Prisons Industries, Unicor Plastics-Medium, 4550 Hebert road, P.O. Box 26025 Beaumont, Texas 77705. The COTR shall be Rafael Otero 409-727-0101 ext # 5306. Provision at FAR 52.212﷓1, Instructions to Offerors﷓Commercial applies to this acquisition. Offerors are to include a completed copy of the provision at 52.212﷓3, Offeror Representations and Certifications﷓Commercial Items, with their proposal. Clause 52.212﷓2, Evaluation﷓Commercial Items applies. FPI9999.999﷓9, Business Management Questionnaire must be completed with a minimum of 2 references of contracts that are of similar size and complexity. Clause at 52﷓212﷓4, Contract Terms and Conditions﷓Commercial Items apply. Clause 52.212﷓5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders﷓Commercial Items, applies, which includes 52.203﷓6, Restrictions on Subcontractor Sales to the Government, with Alternate I. 52.204﷓6, Contractor Identification Number Data Universal Numbering System (DUNS). FAR 52.216﷓19, Delivery Order Limitation applies with (a) minimum order of 10,000 per line item; (b)(1) maximum order for a single item in excess of 200,000 Per line item; (b)(2) any order for a combination in excess of 200,000. Contractor will not be obligated to honor a series of orders from the same ordering office, within a five (5) day period that together call for quantities exceeding the maximum order limitations. However, the contractor shall honor orders exceeding the maximum order limitations unless the order or orders is returned to the ordering office within seven (7) calendar days after issuance with a written statement expressing the contractor?s intent not to ship. 52.216﷓18 Ordering. 52.216﷓21 Requirements. 52.219﷓6 Total Small Business Set-Aside. OMB Clearance 9000-0136 Expires September 30, 2001. FAR 52.232﷓33 Payment by Electronic Funds Transfer-Central Contractor Registration applies. FAR 52.211-2 Availability of Spec. Vendors shall submit signed and dated proposals to UNICOR, Federal Prison Industries, 4450 Hebert Road POB 26025 Beaumont, Texas 77705-6025 Phone 409-727-8172 ext.2080 Proposals should be submitted on the SF1449. Proposal and certifications may also be sent by facsimile at 409-626-3506 to the attention of the Kelly S. Kelly, Contracting Officer. The date and time for receipt of proposals is February 20, 2002 at 2:00pm Central time. Proposal must indicate solicitation No. BMPL0006-02, time specified for receipt of offerors, name, address and telephone number of offeror, technical description of the item being offered in sufficient detail to evaluate compliance with the requirements in the solicitation, terms of any expressed warranty, price and any discount terms, remit to address, a completed copy of representations and certifications at FAR 52.212﷓3, and acknowledgment of all amendments, if any. All proposals that fail to furnish required representations and certifications or information or reject the terms and conditions of the solicitation may be excluded from consideration. The Government may make award without discussions with offerors, therefore, the offeror=s initial proposal should contain offeror=s best pricing. Any amendments hereby issued to this solicitation shall be synopsized in the same manner as this solicitation and must be acknowledged by each offeror. Offeror must hold prices firm for 60 calendar days from the date specified for receipt of offers. Proposals or modifications to proposals received at the address specified for the receipt of proposals after the exact time specified may not be considered.
