Description
The Precision Strike Systems Program Office (WMG), Contracting Directorate (WMGK), Air Armament Center (AAC), Eglin AFB, Florida is contemplating a sole source solicitation to Raytheon Systems Company, P.O. Box 11337, Tucson, AZ 85734-1337 to establish an EGBU ?15 components repair capability to support approximately 1,300 tactical Enhanced GBU-15 weapon systems. The enhanced GBU-15 modifications impacted the Guidance Section Adapter, ADU-452E1B by adding a Global Position System (GPS) Aided Inertial Navigation System (GAINS) unit, an antenna and antenna electronics with interconnect cabling, a forward harness, and mechanical attachment hardware and brackets. The MXU-787B/B was modified by adding a conduit harness, and the Weapon Control Unit, WCU-8C/B and WCU-8 (T-3)/B was modified with the addition of an aft harness. This Statement of Work establishes the minimum work requirements to return enhanced GBU-15 repairable components to a serviceable condition. Pipeline parts are required to facilitate timely return of equipment to the field. Technical data and support is also required. It further establishes the requirement for the facilities necessary to accomplish said repairs as well as providing the required spare units and modules to support rapid turn-around of returned units. The anticipated contract type is Time and Materials with CLINS for labor, material, and travel. The anticipated period of performance is ten months. A data package is not available for this acquisition. Interested firms may submit a Statement of Capability (SOC) to Ms. Ouida Winters, AAC/WMGK, 102 West D. Avenue, Suite 300, Eglin AFB FL 32542-6807. The SOC must include sufficient information to demonstrate the ability to use reverse engineering to perform the requirements as stated above. Review of the SOC will be based on the following factors: a) Reverse Engineering Capability, b) Period of Performance and c) Repair Capability. Respondents to this notice will not be notified of evaluation results. Responses must be received within 7 days of publication. This synopsis is not a Request for Proposal or an Invitation for Bid and is not to be construed as a commitment by the Government. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer or the Program Manager previously identified.
