Description
This is synopsis is for an Indefinite Delivery-Indefinite Quantity for Hydraulic Oil Coolers applicable to the C-5 Aircraft. Buyer requests that this contract cover a period of five years for order from date of issuance of contract. Maximum contract quantity is 49. Initial contract order is 19 each. Contract order minimum for each out year is 1 each and the maximum order is 6 each. Item 1: First Article requirement: NSN: 1650-00-103-1160UC; NOUN: Hydraulic Oil Cooler; P/N: 10343000; DIM: 12 in. long, 8 in. high, 8 in. deep; MATERIAL: Aluminum; FUNCTION: Cools the oil for the constant speed drive. DELIVERY: 90 days after receipt of order. First Article required for contractors who have not provided production quantities of the same item within the last 36 months. Item 2: Production: DELIVERY: 19 each 60 days after approval of First Article. The approximate RFQ issued date will be 1 March 2002 with the approximate response date of 1 April 2002. RFQ will be available at www.fedbizopps.gov only. No telephone requests. Only written or faxed requests received directly from the requestor will be acceptable. This procurement will use the Red/Yellow/Green (RYG) Program in the evaluation of past performance. This is a limited source procurement per USC 2304(c)(1) TO: Niagara Development and Mfg. Co., Cage: 61228, P/N: 10100A; Lockheed Corp., Cage: 98897, P/N: 4P94100-101A; and Limco Mfg. Corp., Cage: 16630. Justification: Supplies (or services) required are available from only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. Specifications, plans, or drawings related to this procurement are incomplete or not available and cannot be furnished by the Government. All responsible sources solicited may submit a bid, proposal, or quotation, which shall be considered. See Notes 22, 26 and WR-ALC CBD Note B below: 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. 26. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. Note B: All potential offerors should contact the buyer/PCO identified above for additional information and/or to communicate concerns, if any, concerning this acquisition. If your concerns are not satisfied by the contacting officer, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate serious contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
