- The 30th Space Wing, Vandenberg AFB CA, is soliciting offerors for Close-Interval Corrosion Survey as listed below. This is a combine synopsis/solicitation for a commercial item prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. The solicitation number is F04684-02-T0036 and will be issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition circular 2001-02. This acquisition is a 100 % set-aside for small business participation only. The SIC Code is 8713 and size standard is $4.0 million. This will be one {1} job with nine {9} task items for this acquisition as follows: The contractor shall provide all labor, tools, parts, materials, facilities, transportation, and supervision necessary to provide a close-interval potential survey of various underground utilities located on Vandenberg AB {see table 1}/ All work shall be accomplished in accordance with all contract specifications, common work practices, and industry standards. A. WORK SPECIFICATIONS: 1. SCOPE: Contractor shall provide: a. Providing a close?interval of structure?to?electrolyte potentials measured over the top of: pipeline. b. Use pipe locator to ensure measurements are taken directly over the pipeline. c. "On" and "instant off" potential measurements must be taken at intervals not to exceed the depth of the pipeline being surveyed. The interval should be kept uniform over the entire structure. d. Take accurate notes to record location information, especially when potential readings cannot be taken due to asphalt or other physical obstructions. Locations to be noted may include roads, sidewalks, railroads, valves, pits, buildings, ditches, retaining walls, fences, and parking lots. e. Upon completion of the measurement, data should be check for errors and then entered into a computer database. f. Graphing data: After verification of the data, the data should be graph by data base software to obtain a pipe to?soil potential profile of the pipeline. Licensed copy of the software used and the data collected in electronic form shall be provided in the final report. g. Analyzing data: Present data graphically and identify areas, which does not meet the criteria for protection, or any anomalies in the data, which might suggest interference problem with foreign structures. h. For galvanic systems, provide anode?to?soil potential measurement and anode?to-structure current. i. Report is due 30 days after completion of survey. 2. The contractor will be responsible for obtaining all cards, passes, badges, decals or other items required for access to the area or areas in which the work will be performed. Contractor will be required to apply for vehicle and individual identification media at the Pass and ID Section of the 30th Security Police Squadron. These identification media will be surrendered to the Pass and ID Section upon completion or termination of the contract or upon termination of an individual's employment with the Contractor. B. The provisions at FAR 52.212-2 "Evaluation-Commercial Items" applies to this acquisition. Insert in Para (a), "The following factors will be used to evaluate offers, (1) price and (2) past performance.
