NA Solicitation Number: DAHA30-02-R-0006 Title: Design-Build Composite Support Complex Location: Francis S. Gabreski Airport, Westhampton, New York Issue Date: 03/1/02 Closing Date: 04/1/02 Price Range: Between $10,000,000 - $25,000,000 Synopsis: Provide comprehensive design-build service required to design, construct, permit, commission and warrant a Composite Support Complex at Francis S. Gabreski Airport located in Westhampton Beach, New York. The primary facilities include a Composi te Support Facility, Dining Hall and Vehicle/Aerospace and Ground Equipment (AGE) Maintenance Complex. The Composite Support Facility comprises approximately 28,000 square feet and houses administrative space for wing operations, support group operations, personnel, recruiting, medical training, Judge Advocate General (JAG) office, and miscellaneous administrative functions. The Dining Facility will comprise approximately 12,200 square feet of space and will include indoor and outdoor dining area, kitchen , walk-in freezer and refrigerator, kitchen equipment, administrative and employee work and training areas and other support space. The Vehicle/AGE Maintenance Complex comprises approximately 24,000 square feet to house maintenance and support functions f or base vehicles and AGE, including handstands and parking sheds. Infrastructure and support includes utilities, roads, parking, fencing and landscaping. The facility design will be based on criteria identified in a Request for Proposal that will provide floor plans, proposed elevations, site information, and facility support system requirements. A design-build network analysis schedule, facility operations and maintenance manual will also be required. This project shall be designed by registered archit ects and engineers employed by or sub-contracted by the successful contractor. This project will be procured using the two-phase design build selection procedures set forth in FAR 36.3, 3.2.2 Factors and Sub-factors will be considered in evaluating propos als at Phase One and Phase Two, as outlined in project solicitation. Cost information is not required with the Phase One proposal but will be required with the Phase Two proposal and Pro Forma information. Up to Five (5) Offerors will be invited to partic ipate in Phase Two. The Government anticipates that the solicitation for Phase One will be issued on or about March 1, 2002 and that the Phase Two documents will be issued on or about May 13, 2002. Award will be made to that Offeror whose proposal contai ns the combination of those criteria offering the best overall value to the Government. In making the comparison, the Government is concerned with striking the most advantageous balance between technical and management features and cost to the Government. As technical scores and relative advantages and disadvantages become less distinct, differences in price between proposals are of increased importance in determining the most advantageous proposal. Conversely, as differences in price become less distinct , differences in scoring and relative advantages and disadvantages between proposals are of increased importance to the determination. The Government reserves the right to accept other than the lowest priced offer. The right is also reserved to reject an y and all offers. The basis of award will be a conforming offer; the price and cost of which may or may not be the lowest. Offers are reminded to include their best technical and price terms in the initial proposal and not to automatically assume that th ey will have an opportunity to participate in discussions or be asked to submit a revised offer. The Government may make award of a conforming proposal without discussions, if deemed to be within the best interest of the Government. Options may be includ ed in the solicitation. The solicitation is issued on an unrestricted basis. The Phase One of this solicitation will be issued in electronic format ONLY! The Solicitation wi ll be made available on or about March 1, 2002 on the internet at http://www.dmna.state.ny.us/uspfo-ny/projects/index.html. Notification of amendments will be posting to the Internet ONLY.
