Description

NA Firm Fixed Price Design Build Negotiated Contract (Unrestricted Request For Proposals) to provide Construction of a direct support maintenance facility to include vehicle maintenance shops, scheduled maintenance bays, storage areas, hardstand, and intrusio n detection system. Supporting facilities includes utilities; electric service, fire protection and alarm system, paving, walks, curbs and gutters, security fencing with clear zone and gates, security lighting, traffic signal, parking and access drives, s torm drainage, information systems, site improvements, and a self contained (15 ton) air conditioning unit for administration and special environmental areas. Heating will be provided by infrared unit heaters in maintenance bays, and self-contained gas-fi red units. Special foundations required by expansive soils found at Fort Hood. Anti-Terrorism/Force Protection measures, including laminated glass, harding the doors and traffic control barriers. Estimated duration for the contract award will be a base period of approximately 500 calendar days. The estimated price range is more than $10,000,000. Anticipated solicitation issuance date is March 11, 2002. Anticipated Proposal Due Date is May 9, 2002, at 4:00 pm Local Time. In negotiated acquisitions, e ach solicitation of offers to perform a contract or contract modification, that individually is expected to exceed $1,000,000 for construction and that has subcontracting possibilities, the apparent successful offeror will be required to submit an acceptab le subcontracting plan. If the apparent successful offeror fails to negotiate a subcontracting plan acceptable to the contracting officer within the time limit prescribed by the contracting officer, the offeror will be ineligible for award. The Subcontrac ting Goals for the United States Army Corps of Engineers, Fort Worth District, for Fiscal Year 2002 are as follows: Small Business 61.4%, Small Disadvantaged Business 9.1%, Women-Owned Small Business 5.0%, American Veteran-Owned Small Business (including Service-Disabled Veteran-Owned Small Business) 3.0%, Historically Black Colleges and Universities/Minority Institutions 2.0%, and HUBZone Small Business 1.0%. The Government intends to issue this solicitation through the use of the Internet. Amendments t o this solicitation will be issued as Internet only. No additional media (Floppy Disks, Faxes, or Paper) will be provided unless the Government determines that it is necessary.
