- Description
- The proposed requirement is for the acquisition of technical and engineering support primarily for the Submarine Launched Ballistic Missile (SLBM) Program for a five-year period on a cost-plus-fixed-fee Indefinite Delivery/Indefinite Quantity (ID/IQ) basis beginning 01 October 2002. This effort supports the mission of the Strategic and Strike Systems Department of the Naval Surface Warfare Center, Dahlgren Division, Dahlgren, Virginia. The scope of this contract will include support for the Submarine Submersible Guided Nuclear (SSGN) effort. Specific technical efforts required for the Strategic and Strike Systems Department under this requirement include technical and engineering support in the following areas: (1) configuration management for several software change boards; (2) formal qualification testing of Fire Control/Weapons Control system software; (3) problem analysis and performance data processing; (4) Fleet documentation and procedures and problem report processing; (5) Fleet software logistics; (6) support software development; (7) facility maintenance and engineering, including database management; (8) system engineering and design; (9) Security Office assistance in the areas of Automated Information systems, security related documentation and database maintenance/development; (10)program coordination and planning; and (11) documentation assistance and management. The contract will contain an Organizational Conflict of Interest clause. This acquisition is a follow-on to contract No. N00178-98-D-1036 with Automated Sciences Group, Inc., 1100 North Glebe Road, Arlington, VA 22201. It is anticipated that a total of approximately 335 manyears could be required during the performance period of this requirement. The contractor must possess a SECRET facility clearance at the time of contract award. Personnel proposed to support the contract must possess a SECRET clearance prior to beginning any effort. The contractor?s primary facility supporting this acquisition must be located such that contractor personnel can be at NSWCDD, Dahlgren, VA within 60 minutes. It is anticipated that the solicitation will be issued on 1 March 2002 on an unrestricted basis with a closing date of 15 April 2002. Award is targeted for approximately 1 September 2002. The Naval Surface Warfare Center, Dahlgren Division, Dahlgren Laboratory Procurement Division is implementing Electronic Commerce (EC) in the acquisition arena. Therefore, the solicitation resulting from this synopsis and any subsequent amendments will only be available on the World Wide Web at http://www.nswc.navy.mil/supply. Hard copies will not be provided. Vendors should regularly access the NSWCDD Web site to ensure that they have downloaded all amendments. DoD will no longer award contracts to Contractors not registered in the Central Contractor Registration (CCR) data base.
