Description
DEFENSE LOGISTICS AGENCY IS PROCURING ON A SOLE-SOURCE BASIS DCST DATABASE MANAGEMENT AND TDY ORDERS WRITING AND MANAGEMENT SERVICES. THE CONTRACTOR IS METRO SERVICES LOCATED IN FREDERICKSBURG, VA. UNLESS OTHERWISE CHALLENGED, AFTER THE EXPIRATION OF THE SYNOPSIS PERIOD TEN DAYS FROM THE ISSUANCE OF THIS SPECIAL NOTICE FISCNORVA DET WASH DC WILL AWARD A FIRM FIXED PRICE CONTRACT TO METRO SERVICES. Enclosed is a brief background of the requirements. The Contingency Deployment Database System (CDDS), developed by the Defense Logistics Information Service, integrates program applications with a deployment matrix tracking tool. Once operational, the CDDS will assist DLA personnel in managing the DLA Contingency Support Team (DCST) deployment process more efficiently and effectively. The mission objective of the CDDS is to support JV 2010 and JV 2020 by providing timely access to comprehensive and accurate data, as well as enhancing and accelerating DLA's support to the Joint Warfighter by rapidly identifying DCST members. Because of this mission objective, this system is being designed to manage all DLA DCS teams. During Phase I testing, already in progress, CDDS is populated with live data to determine the adequacy of the programming. It is anticipated that Phase II testing will begin in February 2002, and will add expanded capability to allow the PLFAs to input deployment data via the worldwide web. The contractors involvement in CDDS Phase II testing will be consistent with the requirements identified in Phase I testing. Follow-on employment of an approved CDDS will require continued contractor support, including all the requirements levied under Phase I and Phase II testing. CDDS will enable the potential DCST applicants to access/execute routine administrative information and tasks such as submitting deployment information, accessing class schedules and receiving welcome letters. Data resident in CDDS will be extracted for use in preparation of travel orders. The contractor shall have access to classified information. A DD Form 254 "Department of Defense Contract Security Classification Specification" will be required.
