Description
The Environmental Protection Agency's Clean Air Markets Division in the Office of Atmospheric Programs has a requirement for a wide range of analyses and program support activities to be performed in accordance with Titles I, IV, VIII, and IX of the Clean Air Amendments of November 15, 1990. Task areas include (1) Economic, Environmental, Statistical, Financial, and Evaluative Analyses and Support; (2) Technical and Engineering Analyses; (3) Communication, Outreach, Guidance, and Regulatory Program Support; (4) Business Process Re-engineering and Computer System Support; (5) Analysis of Greenhouse Gas Emissions; and (6) Analyses of National and Global Strategies for Limiting Global Atmospheric Changes. The incumbent contractor for this requirement is Perrin Quarles Associates, Inc. (contract number 68-D7-0065). EPA anticipates the award of a cost-plus-fixed-fee contract with a one-year base period and four one-year option periods. The anticipated level of effort for each year is 50,000 hours with an option to increase quantity another 25,000 hours per year. The EPA intends to solicit this requirement as a total small business set-aside after exclusion of sources. Excluded sources are power generation companies, point source emitters of Hg, SO2, NOx, or CO2, and any of their operating affiliates. The applicable NAICS is 541620. To be placed on the source list, interested parties must forward requests via Internet E-mail as stated below, via facsimile (202) 565-2562 or in writing to U.S. EPA, Attn: R. Schwartz (3803R), 1200 Pennsylvania Ave., NW, Washington, DC 20460 NLT February 20, 2002. The source list will be published one time in conjunction with the release of the RFP. Information regarding this procurement will be posted on the World Wide Web at http://www.epa.gov/oam/hpod as it becomes available. A draft statement of work outlining the specific tasks will be posted on the same web site. In an effort to streamline the procurement process, and to utilize the Internet and electronic communications to the maximum extent possible, the subject RFP, amendments and other related items for this procurement will be posted at this same web site. Offerors must download the RFP and related documents from the Internet, no printed copies will be available.
