Description
Project Management services primarily supporting the GSA, Public Building Service, Customer Service Center in Portland, OR for the Oregon geographic area. Projects may also be assigned in other areas of the Northwest/Arctic Region, which consists of the states of Alaska, Idaho, Oregon and Washington. The resulting contract will also be made available for use by other federal organizations. The intent is for a indefinite delivery, indefinite quantity multiple award contract from this single solicitation to provide services for all phases of building project development and execution. This includes (but not limited to) program & project management services, pre-design phase services, design phase services, procurement phase support, construction phase support, integrated occupancy services and other miscellaneous services. Program & project management services include project planning (defining scope, schedule & budget), manage the administration of project scope development, design review and change order process, constructability reviews, support administration of construction and service contracts, inspection and testing services, asbestos abatement inspection and testing, claims analysis, building surveys. Work will also include assistance in initiating and administrating third party contract delivery orders including preparation of documentation (scopes, estimates, technical analysis and/or negotiation memorandums.) Provide review of payment requests, makes recommendations for payments and prepares documentation to process payments. Provide overall management and coordination to achieve continuity throughout all project phases and provide services for complete project administration. Typical facilities for which services may be required include: Federal Office Buildings, Courthouses, warehouses, garages and vehicle maintenance facilities, special purpose buildings and spaces such as detention facilities, food service, conference facilities, and temporary facilities. Typical project scopes include one or more of the following items: Building envelope upgrades, including window repairs and replacements; roof repairs, including waterproofing and masonry repointing; landscaping upgrades and parking lot resurfacing; interior space planning and alterations; public space upgrades, including cafeterias and lobbies; historic preservation; seismic strengthening; handicap accessibility (Americans with Disabilities Act) upgrades; mechanical system upgrades; electrical system upgrades; security systems and equipment installations and upgrades; hazardous materials abatement (asbestos, lead, PCB's, and underground storage tank removal and replacement) The construction projects are estimated to be between $10,000 and the most current prospectus limit. This procurement of PM/CM services will be accomplished using Best Value Source Selection procedures. The term of the contracts will be one base year, with 4 one year options. The minimum ordering amount is $15,000.00 per year, and the total cumulative amount of all work orders shall not exceed $1,500,000 for each year of the contract. Selection will be based on qualifications, experience, and ability to perform, as well as price. The applicable North American Industry Classification system (NAICS) for this acquisition is 233320.
