Description
NASA/LaRC plans to issue a Request for Quotation (RFQ) for One each of a Photonetics Tunics Plus SC external Cavity Tunable Laser. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from Photonetics/GN Nettest, Inc. as the only known source who can meet agency requirements and capable of providing a tunable laser with monotonically increasing wavelength over a wavelength range of 1510 nanometers to 1570 nanometers at a minimum power setting of 5 dBm and remain mode-hop-free during tuning over this same 60 nanometer tuning range. This laser will provide the necessary resource to complete characterization of fiber optic based integrated vehicle health management system for the cryogenic fuel tank and airframe research efforts on the Second Generation Reusable Launch Vehicle program. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 22, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
