Description
NA The US Army Communications-Electronics Command (CECOM) Acquisition Center-Washington, on behalf of the CECOM Night Vision and Electronic Sensors Directorate (NVESD), Countermine Division, Humanitarian Demining Team, plans to negotiate a sole source contrac t with CyTerra, Orlando for the Algorithm and Hardware Improvements to Handheld Standoff Mine Detection System (HSTAMID) meets the same performance specification established under the Army's HSTAMID EMD program. HSTAMID consists of a sensor suite, Electro nics and Mine Detection Algorithm Suite, an audio display, a power supply, and automatic data collection unit. In addition to delivery of three HSTAMID systems, the contractor shall be tasked to further improvement of algorithms and hardware that can impr ove the overall performance of the HSTAMID to be used in humanitarian demining environment. Specifically, this enhancement effort includes the following: 1) Apply Genetic Algorithm to Ground Penetrating Radar by test and optimization method similar to the one applied to the HSTAMID metal detector; 2) build and test a Frequency Domain or Continuous wave metal detection sensor designed to work with the HSTAMID Humanitarian Demining unit; 3) exploit non-linearity and resolve the problem of nonlinear dimension ality reduction, this is called 'Non-Linear Processing'; 4) test a model called sensible component analysis that allows simple efficient computation of a eigenvectors and eigenvalues when working with many data points in high dimensions, and accurately han dles non-linear data.; and 5) conduct data collections and implement not only the successful algorithm carried out by their own efforts but also the hardware and algorithm enhancement efforts performed by other support contractor's under contract with NVES D. The resultant contract will be cost plus fixed price. It has been determined that CyTerra is the 'Only One Responsible Source and no other Supplies or Services will satisfy Agency Requirements'. The statutory authority for other than full and open co mpetition is 10 USC 2304 (c)(1); Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. However, all responsible sources that can provide supporting data to demonstrate they can successfully provided the required H STAMIDS improvements may submit a quote that shall be considered by the agency. Responses shall be no longer than five (5) pages and provided in Microsoft Word 2000 format. Responses shall be submitted via email to pat.davis@cacw.army.mil within 30 calen dar days of the date of this notice. The email subject line should include the phrase 'DAAB15-02-R-0016, HSTAMIDS Market Research Response'.
