Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a proposal is being requested and a written solicitation will not be issued. Reference number HawkeyeE2C-2-02 is hereby issued as a request for quotation (RFQ) and incorporates the provisions and clauses in effect through Federal Acquisition Circular 2001-04. This solicitation shall be awarded on a sole-source basis to Signal Corporation, 3040 Williams Drive Suite 200, Fairfax, VA. Although this acquisition is not a small business set aside, the NAICS code for this solicitation is 541330 with a size standard of $20 million. See CBD numbered note 22 (45 days is changed to read 10 days). The following is a Statement of Work for this acquisition. Statement Of Work For NAWCTSD Hawkeye 2000 Acquisition Support (February 7, 2002) 1.0 SCOPE This Statement of Work (SOW) defines the scope of requirements for support of the Hawkeye 2000 Weapons System Trainer acquisition effort under the Naval Air Warfare Center Training Systems Division In-Service Engineering Office Naval Station (NAVSTA) Norfolk. 1.1 Organizations Naval Air Warfare Center Training Systems Division (NAWCTSD) In-Service Engineering Office (ISEO) 466 Bellinger Blvd. Bldg. SP-381, Room 1017 Norfolk, Virginia 23511-4291 1.2 Project Background and Objectives NAWCTSD ISEO is the support activity for the E-2C/C-2A aircrew training systems In this capacity, the ISEO Task Leaders are tasked with providing these training communities engineering support of acquisition efforts including: a. Engineering support of test events. b. Verification of trainer performance and support documentation. This Statement of Work (SOW) is for systems engineering technical services in support of acquisition efforts on the E-2C Hawkeye 2000 Weapons Systems Trainer (Device 15F8H). These services shall help to ensure an orderly trainer acquisition program and ensure that trainer configuration and life cycle support requirements are met. The contractor shall perform the following tasks at a minimum: engineering services in support of planned test events, software verification and validation; trainer documentation verification; software / documentation library control; acquisition technical support. All training systems technical documents and plans developed shall be accurately documented and delivered to the government with unlimited rights. 2.0 REQUIREMENTS 2.1 Technical Services Required The contractor shall perform non-personal engineering technical support services in accordance with the requirements set forth in this SOW. 2.1.1 Engineering Support of Test Events The contractor shall provide engineering expertise to support all test events associated with the 15F8H. Test events will include functional and physical configuration audits. The contractor shall participate in testing and document all trainer performance discrepancies noted. Additionally, the contractor shall provide redlines to all test procedures as required. The contractor shall participate in testing status reviews and debriefs. To accomplish this task the contractor shall provide personnel with specific expertise and experience in the following areas. a. E-2C Aircraft system/subsystem operation and performance. b. Current Field E-2C Weapons System Trainer performance. c. Hawkeye 2000 Systems d. 15F8H Requirements & Specifications e. Specifications and standards as applicable to this acquisition f. Testing and audit requirements and procedures 2.1.2 Software Verification and Validation This task shall require the contractor to perform verification and validation of computer software developed under this contract. Design verifications may include: verifying the design follows established guidelines and is accurately documented; is sufficiently modular and maintainable; algorithms and logic are correct; software interfaces are correct and complete; system data is specified correctly and completely and the code is correct, documented and adequately matches the specified design. This task shall include testing validation to ensure that test plans and procedures are accurate and complete. The Contractor shall perform this task in accordance with applicable training system documents. Experience and expertise listed above is required. 2.1.3 Documentation Verification and Validation The contractor shall provide expertise to support all phases of verification and validation of trainer documentation and trainer configuration. This shall include but not be limited to desktop audits, physical configuration audits, and comparison audits. The contractor shall verify all trainer system specific documentation and vendor manuals for accuracy and compliance to specifications, and technical content. Additionally, the contractor shall inventory all manuals received under this acquisition effort. The contractor expertise shall include all items listed in paragraph 2.1.1 above as well as expertise in documentation, drawing, and trainer configuration requirements. 2.1.4 Documentation Library The contractor shall update the documentation library located at the ISEO office for the 15F8H training systems. The contractor shall catalog all documentation and maintain a documentation management system. Reproducible copies of the software baseline documentation shall be obtained for inclusion in the library. The contractor shall perform this task in accordance with local procedures or the ISEO Task Leader. The contractor shall develop (as required) and maintain databases of all applicable documentation on site at the Oceana and Norfolk ISEOs including all documentation received during the period of performance of this delivery order. The database shall include but not be limited to the following for each document. a. Applicable Device b. Document Title c. Document Number d. Contract Number e. CDRL Number f. Revision Level and Date g. Brief description of document contents h. Location and Quantity i. Format The data shall be delivered on magnetic media, accessible through the local ISEO LAN, and be fully documented in its use for updating, adding and retrieving information. 2.1.5 Acquisition Technical Support The contractor shall provide expertise in support of the E-2C Hawkeye 2000 training Device 15F8H currently under acquisition. Contractor personnel shall have expertise necessary to support all phases of the trainer acquisition process. Expertise shall include but not be limited to, engineering expertise on the trainer systems, expertise in current engineering and logistics specifications and standards, and expertise in current documentation requirements. In support of these efforts the contractor shall: a. Provide technical expertise for development of, and modifications to, contract requirements and specifications. b. Provide technical expertise in support of team meetings and reviews for trainers under acquisition.. c. Provide input for trainer facility requirements. d. Review and provide comments for engineering and support documentation delivered under the acquisition effort. 2.1.6 Data Transcribing / Entry and Word Processing The contractor shall provide non-personal data transcribing / entry and associated word processing services in support of tasks associated with this SOW. This shall include data entry, word processing, document scanning, preparation of documentation change pages, and assistance in preparation of all required reports. 2.1.7 Task Team Management This task shall require the contractor to provide coordination of system engineering, and associated technical efforts at the ISEO located at NAVSTA Norfolk, VA. Additionally, the contractor shall provide task team management assistance in the review of administrative and technical reports. 2.1.8 Life Cycle Engineering Support The contractor shall provide technical expertise for life cycle training system support. This task shall include identifying and correcting obsolescence issues on the training systems. This task shall include researching and identifying replacement items/parts, troubleshooting and correcting compatibility problems, modifying/upgrading software interfaces, upgrading firmware, and updating all required documentation. 2.2 Expertise and Experience The contractor personnel shall have the necessary expertise and qualifications to meet all requirements in this SOW. 2.2.1 Subject Matter Expertise and Experience The contractor shall provide support personnel that have expertise in all aspects of the trainer environment to support the tasks defined above. The contractor shall provide expertise on the E-2C Weapons Systems trainer currently fielded and under acquisition. This expertise shall include specific training systems, subsystems, software, hardware, operation and performance. Additionally, expertise shall be provided on the military aircraft or systems associated with these trainers including functional characteristics, performance, and system/subsystem operation. The contractor shall also provide support personnel with the expertise necessary to support all life cycle and acquisition support functions detailed in this SOW. This expertise shall include but not be limited to: a. Extensive experience in real-time simulation systems, methods, interfacing techniques, hardware, and software coding techniques. b. Expertise in training system support requirements including maintenance requirements, troubleshooting, support documentation requirements and standards, verification and validation of documentation, and physical configuration audits. c. Experience in developing functional requirements and analysis of complex simulation systems. 2.2.2 System Expertise The contractor shall provide expertise on computer systems, operating systems, programming languages, software tools, networking, interfaces and hardware necessary to support the requirements of this SOW. Trainer Systems  Audio Communications (ASTi, Honeywell)  Real-Time I/O Systems (VMIC, Computer Products, Vurtek) 3.0 GOVERNMENT FURNISHED RESOURCES 3.1 Facilities, Supplies and Services The Government will provide workspaces, computer access, and computer-related supplies associated with task performance. All services shall be accomplished at the ISEO development facilities or trainer site. Due to limited workspace availability, second and third shift hours may be required. 3.2 Information Sources The Government will provide access to the information that is required for the office automation systems as applicable to each training system, for use in the performance of this delivery order. The contractor will be given reasonable access to Government Subject Matter Experts (SMEs) and facilities in order to accomplish the tasks outlined in this SOW. 3.3 Documentation The Government will provide all standard documentation and reference materials. All required standards and documentation will be made available at the ISEO sites. 4.0 ADMINISTRATIVE CONSIDERATIONS 4.1 Points Of Contact 4.1.1 Contracting Officer's Representatives (CORs) Michael Trapkin (NAVSTA Norfolk) (757) 445-1025 4.1.2 Alternate Contracting Officer's Representatives (ACORs) / Government On-Site Points of Contact Theodore Miller (NAVSTA Norfolk) (757) 444-1822 4.1.3 Government Project Managers (GPMs) Linda StMoritz (E-2C/C-2A Training Systems) (407) 380-8046 4.2 Place of Performance The work required by this SOW shall be accomplished at the NAVAIRWARCENTRASYSDIV ISEO, NAVSTA Norfolk, Virginia, contractor facilities, or remote trainer sites. Access to the government facilities shall be coordinated with the CORs or ACORs. 4.3 Hours of Work 4.3.1 The Government facilities are available for contractor performance during normal working hours 0800 to 1700 weekdays, except Federal holidays. Access to Government facilities outside of these hours must be coordinated with the CORs. 4.3.2 Overtime may be required to perform the tasks in this SOW. All overtime will be approved by the COR or ACOR prior to task commencement. 4.4 Mobilization The contractor shall have all personnel on-board at the ISEO offices, qualified and with security clearances, or with pending clearances no later than contractor award. 4.5 Duration of Task From date of contract award to 12 months after contract award. 4.6 Security and Privacy 4.6.1 Clearance All personnel assigned to work on-site at the NAVAIRWARCENTRASYSDIV ISEO NAS Oceana, and at the NAVAIRWARCENTRASYSDIV ISEO NAVSTA Norfolk shall require a SECRET clearance. Specific address to send security clearances shall be coordinated with the ISEO Task Leaders. 4.6.2 Privacy Act N/A. 5.0 SPECIAL INSTRUCTIONS 5.1 General/Miscellaneous The contractor shall provide total task supervision. 5.2 Unique Reporting Requirements N/A 6.1 Instructions / Bulletins DOD-INST-5220.22M - Industrial Security Manual for Safeguarding Classified Information CMA ? Configuration Management Advisor 6.2 Aircrew Training Device Publications All E-2C/2-2A Aircrew Training Device publications are available on site at NAVSTA Norfolk, VA. The proposal package shall consist of a technical proposal, a cost proposal and a completed copy of FAR 52.212-3 ALTERNATE I. The following FAR/DFARS provisions and clauses apply to this acquisition: FAR 52.212-1, 52.212-3 ALTERNATE I, 52.212-4 and 52.212-5. The following subparagraphs of FAR 52.212-5(b) apply: (12) through (16), (22) and (24). DFARS 252.204-7004 is also applicable.
