HEADQUARTERS OFFICE OF SITE REMEDIATION ENFORCEMENT (OSRE-2) SOLICITATION NUMBER: PR-HQ-02-10844 PART: U.S. GOVERNMENT PROCUREMENTS SUBPART: SERVICES CLASSCOD: OFFADD: US Environmental Protection Agency, Headquarters Contracts, 1200 Pennsylvania Ave NW, MC3805R, Washington, DC 20460 SUBJECT: OSRE-2 SOL PR-HQ-02-10844 DUE: To Be Determined POC : Julie Speers, Contracting Officer (202) 564-4452 DESC: This is a Pre-Solicitation Notice and is a follow-up to the original Synopsis which was previously posted to the CBD on April 17, 2001. The original Synopsis was posted under PR #PR-HQ-00-11694. The EPA, Headquarters Office of Site Remediation Enforcement (OSRE), contemplates award of 2 cost-plus-fixed-fee contracts with an award term option incentive to provide advisory and assistance services. The purpose of this procurement is to obtain analytical, technical, and management services that support remediation efforts to plan, implement, and evaluate programs, strategies, guidance, and regulations under the Agency's CERCLA/ SARA of 1986, new initiatives under CERCLA and the Superfund Re-authorization Act, LUST, OPA, and RCRA Corrective Action. EPA will use this contract to acquire assistance in developing options and evaluating nationwide implementation strategies, monitoring regional and state activities, and providing enforcement support. The contract will have a base period of performance of 24 months with LOE options dependent upon sustained excellent contract performance for a maximum period of performance of ten (10) years. The NAIC code is 56111. There will be a Pre-Proposal conference; time and date will be announced at a later date. Offerors are strongly advised to read the Conflict of Interest Provisons/Clauses in the RFP since these are significant and differ from previous contracts as well as from the draft COI Plan which was already released on May 7, 2001. A revised Conflict of Interest Plan will be released shortly. RAC, ESS, and REPA prime and sub-contractors may not be eligible for award of this contract unless, prior to selection, inherent COI issues have been avoided, neutralized, or mitigated to the satisfaction of the Contracting Officer. Any offerors who are or believe they may be affected by this restriction are strongly urged to file a disclosure statement with the Contracting Officer as soon as possible after the draft RFP is released but no later than 10 days after the formal RFP is released. Filing a disclosure statement early will allow the government time to review and work with offerors to avoid, neutralize, and/or mitigate any conflict of interest issues.
