- Description
- The United States Section of the International Boundary and Water Commission, United States and Mexico (USIBWC), Las Cruces, NM, has a requirement for Flex Base Material that meets the requirements of "Texas Department of Transportation, 1995 Standard Specifications for Construction of Highways, Streets and Bridges" for Item 247 Flexible Base, Type A, Grade 1. Materials: Type A material shall be crushed stone produced from oversize quarried aggregate, sized by crushing and produced from a naturally occurring single source. Crushed gravel or uncrushed gravel shall not be acceptable for Type A material. No blending of sources and/or additive materials will be allowed in Type A material. Grade 1 Physical requirements: Master Grading - 45 mm - 0 percent, 22.4 mm - 10-35 percent, 9.5 mm - 30-50 percent, 4.75 mm - 45-65 percent, 424 um - 70-85 percent, Max Liquid Limit - 35, Max Plasticity Index-10, Wet Ball Mill - 40 Max. Measurement shall be by the ton of 2,000 pounds dry weight. Material shall be picked up at the Contractor's site in Government vehicles. Standard platform truck scales conforming to the requirements of Item 520, "Weighing and Measuring Equipment," is acceptable. The dry weight shall be determined by deducting the weight of the moisture in the material at the time of weighing from the gross weight of the material. The moisture in the material shall be determined in accordance with Test Method in standard specifications. Prior to material pick-up, the contractor shall furnish to the Contracting Officer, or his/her representative, a report of calibration from a scale mechanic licensed by the Texas Department of Agriculture using certified weights, certifying that the scales meet the requirements of Item 520. When inaccuracy or inadequacy is discovered, scale use shall not be resumed until corrective measures are completed and/or the scales calibrated as provided by Item 520. Any electronic device adapted for weighing that meets the calibration requirements is acceptable, and the operators driving the Government vehicles shall be furnished with a ticket containing the weight for each truck load. Testing: The Contractor shall be responsible for sampling and testing the material for meeting specifications. Testing of material shall be by a commercially approved testing laboratory. The material shall be tested to establish compliance with the specified requirements in Section I above, reference Item 247, Flexible Base, in Texas Department of Transportation Manual. Final approval of the material shall be based on tests for gradation, liquid limit, and plasticity index. Testing of flexible base material shall be in accordance with the following Texas Department of Transportation standard laboratory test procedures: Moisture Content -Tex-103-E, Sieve Analysis - Tex-ll0-E, Liquid Limit - Tex-l04-E, Plastic Limit - Tex-105-E, Plasticity Index - Tex-l06-E. Frequency of Testing: The Contractor shall: (1) test each 5,000 tons of material, before delivery, for gradation, liquid limit, and plasticity index; (2) test for moisture content once each day; and (3) provide one set of the test results within 24 hours after testing to Contracting Officer or Contracting Representative. Material Pick-up: The Government shall pick-up the material in Government dump trucks from the Contractor's site. The Contractor's site must be within a 60 mile radius of Las Cruces, New Mexico. Period of Performance: Pick-up shall be scheduled between the hours of 8:00 A.M. to 4:30 P.M., Monday through Thursday. The period of performance shall be 25 calendar days. The pick-up of the flexible base material will begin 10 calendar days after notification by the Contracting Officer. QUOTATIONS ARE DUE February 28, 2002, by 2:00 P.M. MDT. U.S. Mail, e:mail, Federal Express and facsimile quotations will be accepted. The address for receipt of quotations is International Boundary & Water Commission, 4171 N. Mesa, Bldg. C-310, El Paso, TX 79902. Offerors may submit facsimile quotations as responses to this solicitation. Facsimile quotations are subject to the same rules as paper quotations. The telephone number of receiving facsimile equipment is: (915) 832-4192. If any portion of a facsimile proposal received by the Contracting officer is unreadable to the degree that conformance to the essential requirements of the solicitation cannot be ascertained from the document: (1) the Contracting Officer shall immediately notify the offeror and permit the offeror to resubmit the proposal; (2) the method and time for resubmission shall be prescribed by the Contracting Officer after consultation with the offeror; and (3) the resubmission shall be considered as if it were received at the date and time of the original unreadable submission for the purpose of determining timeliness, provided the offeror complies with the time and format requirements for resubmission prescribed by the Contracting Officer. The government reserves the right to make award solely on the facsimile quotation. However, if requested to do so by the Contracting Officer, the apparent successful offeror shall promptly submit the complete original signed quotation. Award will be made to the lowest responsible offeror. Please include references with your quotation. Simplified procurement procedures will be used as well as commercial item acquisition regulation per FAR 12. THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The solicitation number is RFQ H-07-02 and is issued as a Request for Quotes. This solicitation document incorporates provisions and clauses which are in effect through Federal Acquisition Circular 01-03. Applicable FAR Clauses/Provisions that apply to this requirement are as follows and are incorporated by reference: (a) 52.212-1, Instructions to Offerors - Commercial Items; (b) 52.212-3, Offeror Representations and Certifications-Commercial Items.
