- This sources sought is for GSA Schedule contractors that can provide technical services with, at a minimum, employee disciplines listed in the proposed staffing guide. To obtain a copy of the proposed staffing guide send an email to: Daniel.Laurent@noaa.gov or Penny.Parker@noaa.gov PURPOSE: The National Data Buoy Center (NDBC)is located at the John C. Stennis Space Center (SSC), Mississippi. NDBC is a Nationa1 Weather Service (NWS) Center, in the National Oceanic and Atmospheric Administration (NOAA), which is an agency under the Department of Commerce (DOC). NDBC currently utilizes a cost-plus-award-fee contract with all options scheduled to end on June 30, 2005. Although satisfied with the present cost-plus-award-fee contracting operation NDBC is seeking unique and innovative ways of conducting future operations. MISSION: Uninterrupted delivery of high quality, real-time environmental data to the operational elements of the NWS for weather forecasting and warning is imperative and NDBC's top priority. NDBC mission objectives are: (a) operate networks of environmental monitoring platforms in the deep ocean and coastal regions that provide accurate and reliable data for the NWS and other users; (b) provide ocean engineering operations supporting the NOAA measurement programs; (c) serve as a center for environmental data buoy and associated automated meteorological monitoring system technology by conducting test and evaluation of new, automated marine monitoring systems; (d) support non-NOAA environmental monitoring applications for those situations where NOAA deems it to be in their best interests; and (e) provide systems engineering for the evaluation of developmental automated observing systems. Due to the nature of the work and the integration between all disciplines needed to accomplish the mission NDBC is interested in awarding the work to only one contractor (from multiple schedules if necessary). Contractors are asked to provide the listing of schedules in which each discipline can be awarded. SCOPE: NDBC would intend to hire contractors by the issuance of delivery orders against the GSA Schedules. The functions to be performed by the Contractor for the operation, maintenance, and repair of environmental data collection platforms and networks; operation of the NDBC facilities; testing of existing and new buoy systems and fixed systems and equipment; data processing; data quality assurance and archival; system supply support; hardware quality assurance; safety and environmental compliance; configuration management; and engineering and scientific support for NDBC development and test programs.
