- NA The U.S. Army Corps of Engineers, Baltimore District, intends to award a firm fixed price contract from Request for Quotations No. DACW31-02-T-0019. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Su bpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Interested parties however, may download an electronic pdf file copy of the complete quotation at the Corps Baltimore District website http://ebs.nab.usace.army.mil. 1.1 GOVERNMENT FIELD OFFICE The Contractor shall furnish a temporary office facility and equipment for the Government at McKinley Technical High School, 151 T St, NE, Washington DC. All equipment, material, systems and furniture shall be installed and made fully operational by the C ontractor. 1.1.1 Accommodations The Contractor shall furnish one (1) trailer type mobile office (approximately 1440 SF) securely anchored. It shall be located where directed and shall be reserved for Government personnel only. The Contractor shall provide a weekly cleaning service for the trailer. The Contractor shall provide janitor service, fuel for the heating facilities, electricity, and water, all at no cost to the Government. a. It shall be entirely enclosed, waterproofed, and completely insulated to a minimum R11 rating. b. The building shall have a minimum ceiling height of 7 ft, and have a pitched roof with ventilating louver in each gable. c. A 5? x 7? minimum ?no smoking? sign shall be posted on the outside of each entrance to the office unit. d. Windows shall be capable of being opened and closed and be equipped with latches and screens. Each window shall have Venetian blinds or shades. e. One sanitary type electric water cooler including bottled water and disposable cups. f. The entire facility, including furniture, will remain the property of the Contractor and shall be removed from the site after completion of the work unless otherwise directed by the COR. 1.1.1.1 Utilities The offices shall have drinking water, adequate lighting, air conditioning, and heating equipment. The facility shall be electrified to conform to national and local electrical codes with satisfactory artificial lighting and lighting services. The minimu m illumination level shall be 75 ft-c. Equipment shall be provided to enable heating the office to at least 80 degrees F and cooling to at least 70 degrees F. 1.1.1.2 Lavatory A partition-enclosed flush-type toilet shall be furnished and maintained in the trailer by the Contractor. All waste water shall be collected and managed by the Contractor as required. The restroom facility shall include wash basin, water closet, soap ho lder, paper towel holder, and mirror. It shall be connected to water and sewage, or a well and septic system. A pressurized water system capable of maintaining a minimum pressure of 20 psi shall be provided. These facilities shall conform to the standar ds of the local department of health and/or hygiene. 1.1.1.3 Equipment The following equipment shall be furnished and maintained by the Contractor. a. One (1) drafting table with two (2) stools. b. One (1) plan rack. c. Six (6) new four-drawer lockable file cabinets. d. Four (4) non-inclusive desks. e. One (1) conference table or combination of tables suitable for ten personnel. f. Four (4) wheeled desk chairs. g. Fourteen (14) stationary chairs. h. Four (4) telephones. i. Fire extinguisher shall be dry chemical, multi-purpose ABC type (minimum 10 lb), equipped with a visual air pressure gauge. It shall be maintained in conformance with OSHA safety and health standards. j. A 24-unit first aid kit shall be furnished and maintained as described in the Code of Federal Regulations, Title 29 Subpart D, Section 1926.50(d)2. k. One (1) 12 cubic ft el ectric refrigerator. 1.1.1.4 Telephone Service a. The Contractor shall supply four separate direct lines, three telephone lines, and one telefax/computer modem line. These lines are for the exclusive use of the COR. The Contractor shall supply voicemail connected to the primary direct telephone line. Phones shall have speakerphone capability. Project-related costs of the telephone service, with the exception of toll charges incurred by the Government or COR, are the responsibility of the Contractor. b. If a telephone or answering machine becomes defective, is stolen, or for any other reason does not function as intended, it shall be replaced with an equal or better unit within eight hours after the Contractor is notified at no additional cost to the G overnment. c. Emergency telephone numbers shall be conspicuously posted in the office. d. The facility should contain provisions for connection to the Internet with a minimum connection rate of 156 kps (kilobits per second). 1.1.1.5 Security Interior and exterior doors shall be equipped with different key locks, subject to COR approval. Interior doors shall be keyed alike and exterior doors shall be keyed alike. Exterior doors shall have an additional dead bolt lock. The Contractor shall pr ovide the COR four keys for the interior and exterior locks. 1.1.1.6 Refer to the following table for specific items required. 4 Inner offices ? approx 120 SF ea; 1 General office area; 1 Restroom ? min 30 SF; 1 Inner office ingress/egress to other rooms; 4 Executive-type desks with center drawers?min top dimensions of 30? x 60?;4 Swivel chairs, padded with arm rests 1 Slant top drafting table ? approx 40? high at the front edge and having minimum top dimensions of 30? x 72?;1 Conference table with padded chairs for ten persons; 4 Additional padded chairs; 1 Plan rack; 1 Coat rack; 1 3? x 6? whiteboard; 2 Legal size st eel filing cabinets, four-drawer fire resistant, with locks; 4 Standard size steel filing cabinets, four-drawer fire resistant, with locks; 1 Bookcase having four shelves 12? x 36?; 2 Closets extending the full height from floor to ceiling, measuring at le ast 24? x 30?; 1 Utility cabinet with three adjustable shelves; 1 Refrigerator; 1 Fire extinguisher; 4 Touch-tone telephones; 2 Battery-operated smoke detectors. 1.1.1.7 Automated Information Items The following items are to be provided for use by the Government. These items will remain the property of the Contractor and will be returned at final completion and acceptance of the project. a. One (1) Desktop computer (PC) ? medium- to high-end processor, with Windows 2000 operating system (with keyboard). b. One (1) Video Monitor ? Color Super VGA conforming to Energy Star requirements with a minimum 20-inch screen. c. Fax Modem ? 56 kps or greater. d. PC Storage ? approx 10 GB (large enough to hold CAD files and digital photos). e. One (1) PC-CDROM Writer. f. PC Software (each) ? Microsoft Office 2000 Professional for Windows. g. One (1) computer mouse. 1.1.2 Trailer-Type Mobile Office (Contractor?s Option) In lieu of constructing, maintaining, and, at the end of construction period, removing a temporary type field office, the Contractor may, at his option, furnish and maintain a trailer-type mobile office acceptable to the Contracting Officer and providing a s a minimum the facilities specified above. The trailer shall be securely anchored to the ground at all four corners to guard against movement during high winds.
