Description
The Department of the Interior, Minerals Management Service (MMS), intends to competitively award a purchase order for the study of the Alaska "North Slope Economy, 1965 to the Present" for the Alaska Outer Continental Shelf (OCS) Region. INTRODUCTION: The contractor must be capable of performing all of the tasks described below. This will be a purchase order for services. The period of performance shall be no more than 13 months from the contract effective date. The estimated cost range is between $70,000 and $99,600. Scope of Work: The Contractor shall carry out the following tasks by gathering data from existing documentation and analyzing it. Primary data gathering is not in the scope of this study. The Contractor shall gather, synthesize and interpret the data to describe how the economy of the North Slope has changed over the period from 1965 to the present. MMS recognizes that in some cases information described in Tasks 1-4 below may not be available. The Contractor shall collect the available data and indicate what information is not available. Where the term "North Slope economy" is used in the tasks below it is meant to encompass: 1. Permanent residential communities of the North Slope which are now within the boundaries of the NSB. 2. The NSB as a government. 3. The North Slope Borough (NSB) property tax, which includes the substantial revenues it receives from the oil industry infrastructure centered at Prudhoe Bay. 4. Linkages between ASRC, UIC, and other village for-profit Native corporations and the North Slope oil industry centered at Prudhoe Bay. Except the linkages identified above, it is not meant to include the economy of the North Slope oil industry and all expenditures and employment there. (This economic analysis is covered in another MMS Alaska Region report and econometric model.) Task 1: Local Government Revenues and Expenditures: The Contractor shall, for the years 1965 to the most current year available: a. Depict quantitatively revenues and expenditures including capital projects of the North Slope communities prior to formation of the NSB and the NSB after its formation. Depict by NSB as a whole and by community. Identify borrowed funds including bonds. b. Classify revenue by property tax and other categories that merit analysis. c. Classify local government services by departments of the NSB and other major categories. Describe by NSB as a whole and by community. d. Provide a narrative, interpretive description of these revenues and expenditures and how they have been a component and shaping force of the North Slope economy. Task 2: Structure of the NSB Economy To provide a context for the analysis, the Contractor shall, for the period 1965 to the most recent year data are available: a. Present annual employment by the categories: Agriculture, Forestry, Fisheries, Petroleum and Mining, Construction, Transportation and Utilities, Mining, Manufacturing, Transportation, Communication, Public Utilities, Trade, Services, Finance, Insurance, and Real Estate, Local Government, State Government, and Federal Government. b. Present employment by major employer. c. Synthesize and provide a narrative interpretation of the employment and income data and its fluctuations through the years. The intent is to analyze and illustrate fluctuations and trends as clearly as possible. Two-dimensional and three-dimensional bar charts should be considered in presenting consolidated data. The geographic area that corresponds to the NSB shall be used for the years preceding the formation of the NSB. d. Describe how quantifiable, non-cash economic factors for households have changed from 1965 to the present in relation to the greater availability of cash jobs. Task 3: The Role of the Arctic Slope Regional Corporation (ASRC), Ukpeagvik Inupiat Corporation (UIC) and Other Village For-profit Corporations in the North Slope Economy: The Contractor shall depict the role of ASRC, UIC and other village for-profit corporations in the North Slope economy from the year of their establishment to the most recent year data are available. These corporations were formed under the Alaska Native Claims Settlement Act (ANCSA). Economic indicators shall include: Employment of stockholders (by residents and non-residents in the NSB). Total employment on the North Slope. Employment by occupation and industry categories. Aggregated salary and wages by above employment categories. Dividends to stockholders (by residents and non-residents in the NSB). Other indicators determined to be important measures by the Contractor. Task 4: Individual and Household Economic Response to Change. The Contractor shall describe how individual and household economics have responded to the changes in the period 1965 to the present. The Contractor shall describe: 1. How individual and household economics within the larger economy have adjusted to the changes. 2. Changes in real household income, expressed in year 2000 dollars. 3. The relationship between wage income and household expenditure pattern. 4. Changes in housing quality, measured by value or rent of housing, type of sewage disposal and water available and other similar measures. The Contractor shall differentiate the above measures by Inupiat and non-Inupiat individuals and households. Task 5: Coordination with the NSB: The Contractor shall coordinate at necessary points with the NSB officials in carrying out Tasks 1-4 of this study. In order to compete for this purchase order, an offeror must demonstrate they are qualified to perform the work by providing, not later then close of business EST Thursday, February 28, 2002, a Capabilities Statement describing in detail: A. Experience and Commitment of Key Personnel: 1. Education, professional credentials, knowledge, and publications in relevant disciplines. Relevant disciplines are: economics and social science. Relevant knowledge includes knowledge of the relationship of oil and gas activity on the Outer Continental Shelf to the environment; and knowledge of environmental studies supporting documentation under the National Environmental Policy Act. 2. Expertise, education, and experience to carry out the specific tasks described below. B. Past Performance: This factor addresses the offeror’s demonstrated ability to carry out the tasks efficiently and produce quality deliverables in a timely fashion as demonstrated by the following: 1. Ability to adhere to budget parameters and carry out the tasks of described below under specific scheduling deadlines. 2. The degree of comparability of past projects to the current project, including number, complexity, scope, size, duration and dollar value. 3. Demonstrated degree of mutually beneficial cooperation between offeror’s key personnel and its clients. The offeror shall provide specific reference (including project identifier and description, period of performance, dollar amount, and client name and phone number) for previous work of this nature that your organization or personnel is currently performing or has completed within the last five (5) years. REFERENCES WILL BE CHECKED. The qualifications of subcontracts and partners will also be considered in these respects. Your Capabilities Statement will be evaluated based on: (A)Key Personnel: Experience and expertise of all technical Key Personnel, their experience in the types of work proposed, and demonstrated ability to do the work. Evaluation factors include (1) the length and quality of experience for each person assigned to perform specific tasks; (2) the level and quality of formal education, as well as honors, awards, and recognition for previous work, in the disciplines and technical fields necessary; (3) experience on similar projects in economics and/or social science with knowledge of the relationship of oil and gas activity on the Outer Continental Shelf to the environment and knowledge of environmental studies supporting documentation under the National Environmental Policy Act. (B)Past Performance: Your organization’s history of (1) successful completion of similar projects (similar in size, scope, complexity, duration, and dollar value), (2) producing high-quality documents, and (3) conducting similar projects on schedule and within budget. The offeror shall provide specific reference (including project identifier and description, period of performance, dollar amount, and client name and phone number) for previous work of this nature that your organization or personnel is currently performing or has completed within the last five (5) years. (C) The Project Manager shall have: (1) experience and demonstrated leadership ability required for the coordination of the study process, and (2) ability to control costs and to keep project performance and document preparation on schedule.
