Description
This is a synopsis for the Naval Surface Warfare Center, Dahlgren Division (NSWCDD) to purchase on a sole source basis with R.F. Systems, 5967 Heath Court, Pollock Pine, California 95726 for antenna testing at the Lake Kickapoo, Texas, transmitter station. The order will be firm fixed price. R.F. Systems is the only known firm with the expertise in testing antennas produced by Microwave Techniques, Inc (MTI) and the resources to perform all requirements within the required timeframe with little off-air time. The test will be done on nine (1-9) 578 foot linear dipole (144) antenna arrays at the Lake Kickapoo, Texas, NAVSPACECOM transmitter station for VSWR (Voltage Standing Wave Ratio), RF insertion loss and phase balance according to the test procedures outlined in NAVELEX (now SPAWARSYSCEN) standard Engineering Installation Package for NAVSPASUR Transmit Antenna, Lake Kickapoo, Texas, drawing number 0309351, as modified Nov 1998. The duration of these tests should not exceed six weeks and must be completed by 31 December 2002 at a time mutually agreeable to the contractor and NAVSPACECOM. The contractor will supply the necessary labor to make these measurements. The contractor will supply the necessary electronic test equipment. The contractor will provide test point measurement documentation in the format specified in drawing 0309351. The antenna test points are identified in drawing 0309350. The antenna specifications, which set the acceptable test parameter limits, are identified in drawing 0309349. The contractor will identify and tag defective components, which case the measurements at individual test points to exceed tolerances. The contractor will replace defective components if spares are available on site. If spares are not available, the contractor will notify NAVSPACEOM Space Surveillance Program personnel as soon as possible. At the completion of the testing, the contractor will deliver a report containing the measurement documentation, a listing of defective components and their locations and a listing of replaced components and their locations. This procurement will be issued using Simplified Acquisition Procedures. The North American Industry Classification Code is 541330, size standard $4M. The procurement is rated DO-S10. Interested parties must be able to demonstrate in writing their capability to provide the requested expertise and services in a timely fashion.
