- Description
- The Oil Program Center (OPC) of EPA's Office of Emergency and Remedial Response (OERR) is seeking potential contractors from the Oil Program Center community with specialized expertise and experience performing regulatory, outreach, programmatic, scientific and management support to OPC in the following areas: Tasks: 1. Draft environmental regulations, including analysis of related statutes and regulations, recommendations for preamble and rule language. 2. Economic and cost/benefit analyses. 3. Information collection requests. 4. Outreach activities which will include monthly updates, internet/intranet web development, response to public information requests, and development of new draft outreach documents. 5. Meeting/conference support which will include planning activities, publicity, registration support, development and coordination of meeting materials, and development of post-meeting documents such as evaluations and summaries. 6. Research and analysis of scientific and technical data to provide summaries of findings and recommendations for further actions. 7. Support for resource management including the Government Performance and Results Act (GPRA) requirements, strategic planning, and oil program measures and accomplishments. 8. Information technology support such as Geographic Information System, web-based development, database management and general software support for development of guidance/policy and outreach products. Identify expertise in the following: Clean Water Act, the Oil Pollution Act, the National Oil and Hazardous Substance Contingency Plan, and 40 CFR part 112 and related regulations, EPA's Oil Program, Spill Prevention, Control and Countermeasures (SPCC) program, above ground storage tanks, including tank engineering, industry standards, and relevant regulations, Oil response and response planning issues, response techniques and equipment, and specific response planning requirements in 40 CFR 112 and in related regulations, Area Contingency Planning (ACP) and similar local response planning activities; Preparedness for Response Exercise Program (PREP) and similar drill and exercise programs and activities; and the National Contingency Plan Subpart J requirements for chemical and alternative countermeasures, Analysis of different types of chemical and biological remediation technologies and on the analysis of characteristics that should be considered in determining whether certain substances are oils under the Clean Water Act and the fate and effects of those substances if discharged to the environment.
