Description
s Dining Facilities. Responses will be due approximately thirty days thereafter. The Kirtland AFB Dining Facilities are an appropriated fund food service operation consisting of a main dining facility, the Thunderbird Inn, and a collocated Flight Kitchen. These facilities are dedicated to providing full meal service and meeting the nutritional needs of Department of Defense personnel who frequent these facilities. The Thunderbird Inn is a full service dining facility to include carry out service. The Flight Kitchen provides boxed meals for passengers and crews in support of flying missions on a 24hour basis and to customers requesting them in support of ground operations. The solicitation will explain that the "Mess Attendant Services " portion of the contract is subject to the JavitsWagnerO 'Day A c t, 41 U.S. C. 4648c, therefore, all Mess Attendant Services must be subcontracted to the appropriate NIB/NISH concern. The solicitation will also explain that the acquisition is subject to the RandolphShepard Act, 20 U.S.C. 107. /n accordance with the Randolph Shepard Act, if the State Licensing Agenncy (SLA) (New Mexico commission for the Blind) submits a proposal and it is within the competitive range established by the Contracting Officer, the contract will be awarded to the State Licensing Agenncy. Talso note that this procurement is also subject to the Javits-Wagner-O?Day (JWOD) Act and its implementing regulations. See FAR Subpart 8.6 and 41 CFP Part 51-2. Therefore if the SLA does not submit a proposal that is within the competitive range established by the Contracting Officeror, the Air Force will award the contract to a JWOD participating non-profit agency if one is available within the period required. The contractor shall provide all management, supervisors, supplies, personnel, equipment, tools, materials and other items and services necessary to fully perform Full Food and Mess Attendant Services. The North American Industry Classification System (NAICS) for this acquisition is 722310. The contract will consist of a basic performance period of 365 calendar days and four oneyear option periods for a total magnitude of $1,000.000.00 to $5,000,000.00 for all fiveperformance periods. No paper copies of this solicitation will be provided nor will telephone requests for this solicitation be honored. The Government reserves the right to cancel this solicitation, either before or after the closing date.
