Description
NA The US Army Corps of Engineers intends to acquire a 50-ft. Workboat for use in support of lock and dam maintenance efforts for its Huntingdon District (CELRH) at the Racine Lock and Dam Project. The vessel shall be a self-propelled, twin screw, diesel-pow ered workboat of all welded steel construction. The vessel shall have two engines with a minimum continuous rating of 250 Hp each. The vessel shall be approximately 50 feet long by 18 feet wide. The maximum draft of the vessel shall not exceed 5 feet, 6 inches. The vessel shall include a small, unheated deckhouse, with sufficient space for deck storage and the inclusion of an electric incinerator toilet space. The Pilothouse shall be provided with air conditioning and electric resistance heating. The vessel shall be designed and built in accordance with ABS rules for Steel Vessels on Rivers and Intracoastal Waterways, and U. S. Coast Guard and other marine construction regulatory standards. However, with the exception of some specific component of the vessel, such as tailshafts, propellers, and steering components of the vessel, the vessel will not be classed by any regulatory agency. Testing will be required and must be performed in open water prior to delivery. The solicitation will be formatted as a ?design-build? type based upon a Concept Design prepared by the MDC (Marine Design Center). The resultant contract will utilize the MDC three phase contracting methodology and will be awarded under the Continuing Authorities program. The solicitation w ill issue on/about Mar. 8, 2002 and bids will be opened on/about Apr. 9, 2002. The solicitation is set aside for small business. The NAICs code is 336611 and the size standard is 1000 employees. Solicitation documents will be furnished only via the Web, hard copies will not be available. Offerors may view and/or download the solicitation and all amendments from the Internet at the following address: at https://ebs.nap.usace.army.mil on or after issue date of the solicitation. If any information changes during the advertisement period, offerors are responsible to make changes to their user profile on the Internet. Failure to make changes in their user profile may cause a delay in receiving the solicitation and amendments. Offerors are responsible for pri nting paper copies of the solicitation. Bonding is required. Affirmative action will also apply. Liquidated damages will be specified. Award will be made as a whole to one bidder. All contractors must be registered in the DoDs Central Contract Register before award as required by DFARS 204.7300. Instructions will be included in the solicitation
