- Description
- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Saunders Enterprises, Gaithersburg, Maryland, for services to support radiometry efforts in the Optical Technology Division. Specifically, the Contractor is required to maintain the NIST UV radiation monitoring and weather station and the Division's radiometric computer resources and to provide consultation, guidance, and engineering support for programs on UV source-based radiometry at the SURF III electron-storage ring, Earth remote sensing calibration, and infrared radiometry. The requested services require a person who is an expert in radiometry and optical design. In addition, the contractor must be familiar with the design of the SURF III electron storage ring and its radiation properties, the design and option of the UV monitoring station on the Physics Laboratory roof, familiar with computer resources, have the ability to provide laboratory training, expert knowledge of infrared and ultraviolet radiometry. The technical person must also be familiar with the measurement of wire contrast. The period of performance is from date of award for one year. There is also an option for one additional year for similar services. This is a sole source with Mr. Robert Saunders because of his unique expertise and experience. He has more than 30 years experience in radiometry and optical design and is world renown in these areas. He participated in the development of the UV monitoring and weather station at NIST, has been involved in the development of the SURF III radiometry programs, initiated the development of the infrared radiometry laboratory and has extensive knowledge of NIST computer resources. Interested persons may identify their capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received by the date identified above. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A solicitation is not available. See Notes 22 and 26.
