Description
The Federal Aviation Administration intends to award a single source contract in accordance with FAA AMS 3.2.2.4.1.2 to Innovative Solutions International, Inc. (ISI) for the implementation of a GPS User and Advisory Database (GUARD) on the U. S. Coast Guard Navigation Center (USCG NavCen) website. This service will attempt to identify all users (civil and military) of GPS. <P> The period of performance for the planned ISI contract is approximately March 2002 through September 2002. The estimated price for the proposed contract is $244,000.00. It has been determined that it is in the best interest of the Government to acquire these services from ISI on a single source basis for the following reasons: <P> ? In June 2001, the Interagency GPS Executive Board (IGEB) authorized the expenditure of their stewardship funds to have a contractor gather GPS civil user information notification requirements, perform an analysis of the alternatives to select a host organization to implement and maintain the database and web site. The contractor selected to perform these tasks was ISI. <P> ? ISI has already designed and developed the requirements for the database and website; which was approved by the Government. ISI will now implement the GPS User and Advisory Database using the requirements and recommendations from the ?Joint GPS Information Requirements and Analysis Plan? previously drafted by ISI and approved by the Government. ISI has the requisite knowledge, qualified staff, and experience to complete this proposed effort within the estimated price and period of performance. <P> All materials with appropriate restrictive legends received by the FAA will be treated as Proprietary Information. Interested parties are requested to submit responses via federal express to this announcement totaling no more than 12 pages, by 3:00 PM EST, 4 March 2002, to: <P> Federal Aviation Administration ATTN: Susan D. The FAA is not seeking or accepting unsolicited proposals. The FAA will not be liable for any cost associated with the preparation of a response to this RFI, nor reimburse or otherwise pay any cost incurred by any party responding. <P>
