- Description
- The United States Coast Guard Maintenance and Logistics Command Atlantic, Norfolk, VA is seeking interested sources to provide and operate a vessel in support of the Coast Guard training program at Aviation Training Center, Mobile, AL. The contractor shall provide all necessary management, supervision, personnel, labor, materials, fuel, and equipment (except for Government furnished items) required to support helicopter crew hoist, Rescue Swimmer and aerial delivered dewatering pump operations. The contractor will also be responsible for all maintenance, both preventative and corrective, to the watercraft/vessel. The contractor will operate and maintain all watercraft/vessel, equipment and systems in accordance with the original equipment manufacturer?s technical manuals and specifications, United States Coast Guard regulations and any applicable federal, state, and/or local regulations. The contractor shall be available to conduct operations Monday through Friday between 0800 and 2300 for a 2-6 hour period of operation. The contractor will be required to provide a minimum of 650 hours and a not to exceed amount of 720 hours over a period of 48 weeks per year. There will be weeks where higher than average or lower than average underway time may be requested which can predict a high degree of accuracy and will be provided to the contractor for planning purposes. An example of a typical weekly schedule is provided below. Day of Week Monday Tuesday Wednesday Thursday Friday Available for Ops 3pm-7pm 5pm-9pm 4pm-6pm 6pm-11pm N/A The schedule for Monday through Friday will be available for the contractor by the COB on Thursday of the preceding week. Due to the dynamic nature of scheduling aircraft training events, times and days may be slightly adjusted from day to day. The area of operations will include Mobile Bay and the Gulf of Mexico 5 nautical miles seaward from the Mobile May sea buoy. The watercraft/vessel shall be located within a one-hour transit of the geographic area of operation. The Coast Guard is currently in the process of developing a Statement of Work. As of yet the type of contract has not been decided. It is anticipated that the contractor will be paid for actual hours worked with a not to exceed ceiling of 720 hours. The contractor shall provide the following personnel: (1) A Point of Contact who shall be available to discuss work performed under this contract during the normal working day and periods of underway time. This person and all designated alternates shall be able to read, write, speak and understand English fluently. (2) A Coxswain that must be licensed master for the size watercraft/vessel being operated and capable of driving and maneuvering the watercraft/vessel during helicopter hoist evolutions and for aerial dewatering pump pickup (3) A Deckhand who is knowledgeable in shipboard operations, rigging, and deck seamanship. All contractor employees shall be citizens of the United States, or, if aliens shall be legal residents of the United States. The contractor shall ensure at least one member of the crew is CPR certified. The contractor shall provide a watercraft/vessel with the following requirements: (1) SIZE: No smaller than 40 feet in length and no larger than 65 feet in length (2) REQUIRED DECK AREA: A minimum 8x8 (64 sqft) deck area is required on the aft portion of the vessel (fantail) for two crewmembers to safely conduct operations. Deck area must be free of all obstructions such as nets, outriggers, bait tanks, strorage containers, etc. (3) REQUIRED PERSONNEL: Three qualified persons on board for all contracted services (4) VESSEL/EQUIPMENT REQUIREMENTS: All equipment is required by law to include fathometer, radar, VHF-FM marine radio. Vessel must be capable of operating in as little as 6 feet of water. Minimum vessel speed is Dead in the Water. Maximum speed is 10 knots sustained for at least 30 minutes (5) WEATHER CRITERIA: Must be capable of completing contract requirements in sea states up to 4 feet and wind speeds of 30 knots. No solicitation for this requirement exists; therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. If a solicitation is released, it will be synopsized on the Government Electronic Posting System at www.eps.gov. It is the potential offeror?s responsibility to monitor this site for release of any future solicitation or synopsis.
